(AP) ? The New Year's Eve parties started a whole day early on the South Pacific island nation of Samoa, after a hop across the international date line transported the country 24 hours into the future ? making it the first in the world to ring in the new year.

Samoans began celebrating under a rainbow of fireworks at the stroke of midnight on Thursday, Dec. 29 ? when the country skipped over Friday and moved straight into 12:01 a.m. on Dec. 31.

Samoa and neighboring Tokelau lie near the date line that zigzags vertically through the Pacific Ocean, and both sets of islands decided to realign themselves this year from the Americas side of the line to the Asia side, to be more in tune with key trading partners.

The time-jump revelry in Samoa continued throughout Saturday as the hours ticked down to 2012. Pools and beaches across the capital Apia were packed with Samoans and tourists celebrating the country's sudden position as the first in the world to ring in the new year, rather than the last.

Despite the extended festivities, Samoan police said there had been no reports of any problems.

"More than 90 percent of our people really appreciate the change, and that contributes to its success," said one official who could not be named as he was not authorized to speak publicly.

Elsewhere across the globe, people prepared to say goodbye to a year that was marked by upheaval and mass protests in several Arab countries, economic turmoil and a seemingly endless string of devastating natural disasters.

In Australia, people began crowding onto the shores of Sydney's glittering harbor early Saturday in a bid for the best spot to watch the midnight fireworks extravaganza over the iconic Harbour Bridge. The display was designed around the theme "Time to Dream," a nod to the eagerness many felt at moving forward after the rough year.

"It's about giving people the opportunity to dream of the year ahead and that hopefully it is a bit better than the year we've had," said Aneurin Coffey, the producer of Sydney's New Year's festivities.

Some of the fireworks were expected to explode in the shape of clouds ? "Because every cloud has a silver lining," Coffey said. A series of colorful lights will be beamed onto the center of the bridge forming an "endless rainbow" meant to evoke hope.

Many were eager for a fresh start.

"I've had enough this year," said 68-year-old Sandra Cameron, who lost nearly everything she owned when her home in Australia's Queensland state was flooded to the ceiling during a monstrous cyclone in February. "It's gotta be a better year next year."

For Japan, 2011 was the year the nation was struck by a giant tsunami and earthquake that left an entire coastline destroyed, nearly 20,000 people dead or missing and the Fukushima Dai-ichi nuclear power plant in meltdown.

At the year's end, many in Japan were left reflecting on the fragility of life, while remaining quietly determined to recover.

"For me, the biggest thing that defined this year was the disaster in March," said Miku Sano, 28, a nursing student in Fukushima city. "Honestly, I didn't know what to say to these people, who had to fight sickness while living in fear about ever being able to go back home. The radiation levels in the city of Fukushima, where I live, are definitely not low, and we don't know how that is going to affect our health in the future."

People across Japan were expected to spend Saturday visiting shrines and temples, offering their first prayers for the year. The giant hanging bell at temples will ring 108 times to purify the world of evil and bring good luck.

Kouichi Takayama, a university student, said 2011 was a year he would never forget.

"It was a year I felt the preciousness of life with a passion," he said. "But I was also able to catch a glimpse of the warmth of human relations, and reconfirm my gratitude for family, community and everyday life. I hope I can connect meaningfully with more people next year to create a Japan that truly endures toward the future."

In the southern Philippine city of Cagayan de Oro, people were still reeling from deadly flash flooding sparked by Tropical Storm Washi. The storm killed more than 1,200 in southern and central Philippines, 800 of which were in Cagayan de Oro.

For Ana Caneda, a disaster relief official in Cagayan de Oro, the new year "offers a new ray of hope."

"It's going to be a relief to write the date 2012, not 2011," Caneda said.

In Hong Kong, more than 400,000 people were expected to watch the 4-minute, $1 million display of fireworks that will shoot off from 10 skyscrapers, lighting up the city's famed Victoria Harbour.

Raymond Lo, a master of feng shui ? the Chinese art of arranging objects and choosing dates to improve luck ? said he wasn't surprised that 2011 was such a tumultuous year because it was associated with the natural elements of metal and wood. The year's natural disasters were foreshadowed, Lo said, because wood ? which represents trees and nature ? was attacked by metal.

2012 could be better because it's associated with ocean water, which represents energy and drive and the washing away of old habits, Lo said.

"Big water also means charity, generosity," Lo said. "Therefore that means sharing. That means maybe the big tycoons will share some of their wealth."

London markets nervous after Christmas holiday

In the US last night, the Dow dropped 3 points to close at 12,291, the Nasdaq was up 7 points at 2,625 and the S&P500 was almost unchanged at 1,267.

In Asia today, the Nikkei in Tokyo was down 17 at 8,424. There were much bigger falls on the Hang Seng in Hong Kong which dropped 148 points to 18,481.

WTI crude oil was up slightly at $101.55 a barrel while the gold price was down around 0.3% at $1591 an ounce.

Obama to visit swing state Ohio to talk economy (Reuters)

HONOLULU (Reuters) ? President Barack Obama will visit the political battleground state of Ohio next week, ushering in the 2012 election year with a speech focused on the economy, the White House said on Thursday.

Obama will visit Cleveland on Wednesday, just after he returns from a more than week-long vacation in Hawaii, White House spokesman Josh Earnest said.

The president had put off his trip to Hawaii to wait for Congress to extend payroll tax cuts expiring at the end of December, which lawmakers eventually agreed to continue for only two months because of disagreements about how to offset their cost.

Efforts to broker a full-year deal for the payroll tax cuts, which the White House has said the middle class needs until the U.S. economy heals, are expected to hang over Washington in early 2012 and may be a major theme of Obama's Cleveland speech.

The Democrat will also seek to deflect attention from the Republican caucuses in Iowa and draw a contrast between Obama's economic vision and those laid out by potential Republican rivals for the White House in the November vote.

Obama's re-election chances are expected to hinge on the state of the U.S. economy and particularly the jobless rate, which at 8.6 percent is several percentage points higher than before the financial crisis that struck just before he took office.

In Hawaii, Obama has been golfing, spending time at the beach with his wife and daughters, and enjoying dinners with friends. The Obamas went to church on Christmas Day, and on Thursday, they visited the Pearl Harbor memorial.

In Iowa, Obama toils while GOP roars, then departs

(AP) ? One presidential campaign claims an impressive effort in Iowa this year: eight offices opened, 350,000 phone calls to potential supporters and 1,280 events to recruit and train volunteers.

It's not Mitt Romney or Newt Gingrich or Ron Paul. It's Obama for America, the president's re-election campaign, which badly wants to win this battleground state in November, as it did in 2008.

Next Tuesday's Republican caucus has dominated political conversations. Largely overlooked is that Obama is running unopposed in the Democratic caucus the same night.

It's a dramatically different scene from four years ago, when Obama set his course for the White House by beating John Edwards and Hillary Rodham Clinton after months of intense campaigning in Iowa.

Obama can coast as far as this year's nomination is concerned. But Iowa remains a general election swing state, and no one assumes his 9-point win here over John McCain in 2008 will give him a cushion next November.

Obama's campaign never entirely left Iowa or several other competitive states, where he hopes relentless organizing can overcome a weak economy and his mixed record of fulfilling campaign pledges in the face of strong GOP opposition in Congress. If thousands of volunteers flocked to Obama's 2008 campaign, this time he's having to work a bit harder to recruit and energize them.

"People say, 'The mood is different this time, it's not the same,'" said Peggy Whitworth, an Obama volunteer in Cedar Rapids. "Well of course it's not the same. But it's not about mood or feeling. It's about the future of the country."

Whitworth, 69, said she joins other Obama volunteers four hours every Tuesday night, and sometimes on other evenings as well, to telephone potential supporters. Many say they will vote for Obama again, she said, and some volunteer to help the campaign. But some are disappointed or angry that the president fell short on campaign promises such as ending the Bush-era tax cuts for the wealthy, and bringing a greater spirit of bipartisanship to Washington.

"Sometimes they simply want to have someone listen to them," Whitworth said. Most say they will stick with Obama after they've had a chance to vent their frustrations, she said.

Obama lacks some key advantages he enjoyed in 2008. They include a deeply unpopular GOP president who was largely blamed for a faltering economy, and a widespread excitement about Obama's precedent-breaking campaign built on "hope and change."

In exchange, of course, he has the power of the presidency and a well-oiled political organization that has been refining its practices for five years. Obama will raise many millions of dollars, although his eventual Republican opponent may do nearly as well.

Nowhere does Obama have a bigger base to build on than in Iowa, where he campaigned for months in 2007. Romney, Gingrich and other GOP contenders have not made comparable efforts, although they say the economy and other issues will make Obama's task much harder next year.

In activities that rarely compete with the hoopla of the GOP nominating contest, Obama's campaign has placed a handful of paid staffers in each of several key states. They try to leverage their clout by recruiting and training scores of volunteers. The volunteers, in turn, knock on doors, organize house parties and, above all, place phone calls to voters in hopes of identifying likely Obama supporters and tracking them through Election Day.

In a tortoise-versus-hare strategy, Obama supporters hope their steady chugging will build support precinct by precinct, town by town, while Republicans spend resources chasing the nomination for a few more weeks or months. The Republican candidates and their broadcast ads are flooding Iowa this week, but they will abruptly shift to New Hampshire on Jan. 4, the day after the caucuses.

"The Republicans are here today, gone tomorrow," said Obama volunteer Pat Walters, of Johnston, a suburb of Des Moines. "We've been doing this since 2009."

Walters, a 60-year-old insurance executive, said he is a "neighborhood team leader" who helps organize house parties, phone banks and other activities. His chief recruiting tools, he said, involve reminding Iowans of Obama's accomplishments that include expanding medical benefits in the hard-won 2010 overhaul of the nation's health care system.

Walters said he hopes the week-by-week, month-by-month effort will build a strong ground operation to turn out Obama's voters next November. The Republican nominee will have to play catch up, he said.

Obama's ground game "is already in place," Walters said. "It's just a matter of growing it."

Obama campaign spokeswoman Stephanie Cutter said the caucus provides another opportunity to tell Iowans about Obama's accomplishments, including ending the Iraq war.

"On Jan. 4, we'll have the strongest grass-roots organization and campaign finance infrastructure in place of any candidate going forward," she said.

No meatloaf today. After all that Christmas Day turkey and fixins I just didn't have the energy to make a meatloaf. If all goes well I should have some leftover turkey for your Tuesday. However, I did want to share a couple really good reads.


First, Ching evaluates?($$) the tight end position with White graduating and Charles possibly leaving for the NFL. Jay Rome ended up redshirting this season and is now on the bench for Coach Fox. Lynch is the often forgotten man at the position. White and Bobo talk like he will more than fill any cleats left behind. There's also a nice interview with Rome by Nabulsi.


Georgia has proven they have the system to support multiple tight ends. And even should Charles turn pro (which many think he will according to the poll) we should still have some quality depth, just inexperienced. Lynch has seen few legitimate snaps and Rome will be just a redshirt freshman. We have a commit in Ty Smith of Colquitt Co as well.


Also, really good read by Clarkson on Bruce Figgins' career as a Dawg and what his graduation meant to his family, especially his mom who is fighting breast cancer. Figgins' road in Athens has been a little bumpy, but he's proven to be a team player and a damn good Dawg. I'm really sad to see him go. I think I get pretty soft and mushy when it comes to players who change positions to help the team. I've heard Richt say on a couple occasions that he's hesitant to hand the ball off to someone who's never had a carry in his career. I get that. But I hope we work 89 into the plan some more in the Outback. Would bark extra loud if he found the endzone.


And I really hope NFL scouts see what he did this year as a fullback and see him as a valuable commodity in a tightend/H-back role. I think he'd do well.?And it couldn't happen to a better man. Stay strong Ms. Figgins and GATA Bruce!

Scientists discover how water makes chili peppers hotter

The spiciest peppers tend to struggle in areas where water is scarce, a research team studying Bolivian chili peppers have discovered.

Biting into a hot chili may leave you grabbing for a glass of water, but that same spiciness leaves the pepper parched when water runs short, new research suggests.

Researchers have found that the spiciest peppers have the most trouble where water is scarce: They make fewer seeds and therefore leave fewer offspring, giving non-spicy chilies a distinct advantage in dry climates.

"There is a trade-off. The pungent plants aren't allowed to?use their water resource as well?as non-pungent plants," said study researcher David Haak of Indiana University. They do have the advantage in wetter climates, though: Non-spicy chilies are less able to fight off fungi.

Haak and other researchers grew wild chilies in a lab to study the effects of different environmental conditions, following up on five sampling trips they made to Bolivia from 2002 through 2009 where they studied the spiciness of chilies in different climates.

Spicy peppers

In 2008 the researchers discovered that the pungency of wild peppers ? determined by their amount of?spicy chemicals called capsaicinoids?? varies by where they are growing. The population of peppers they studied came from varying climates of southeastern Bolivia, from those with little water to areas where water is plenty. They found the spice-less peppers were more abundant in areas with little water.

There are threats toward the plants in each area: In the wet areas they have to fight off more fungi, which grow better in the moisture, while in dry areas they have to fight to keep the moisture they need to live. The capsaicinoids work in the chili as?anti-fungal compounds; they kill the fungi that normally would live on peppers and keep rats from eating the fruits.

In the wetter region in the southwest, "we noticed that there was an increase in this fungal pathogen and this increase in pungent plants in this population, and those?plants were also getting hotter," Haak told LiveScience. "Why do not-hot chilies still exist, if being hot is advantageous against this fungal pathogen?"

Holey plants

So the researchers studied wild plants in the lab, both spicy and not, and deprived them of water during their fruiting cycle (which normally happens during the drier seasons). The researchers found that when it's dry out, production of these chemicals can be costly to the plants: The pungent plants end up producing 50 percent fewer seeds if they are water-starved, while the non-hot plants were unaffected.

The researchers then looked at the plant's stomata ? the pores that let water and air in and out of the plant cells. They saw that the pungent plants had lots more of these little holes (40 percent greater density) than the non-pungent plants did. This could account for their water loss.

Like tomatoes and other relatives,?chili peppers?aren't very good at regulating how these pores open and close, so if they have more of them, they lose more water, Haak said.

The proteins involved in both spiciness and in building stomata are probably regulated by the same pathway, and genetic changes to this pathway could be the reason why?some plants are spicier?and have more stomata (and therefore don't deal with drought as well).

The study was published today (Dec. 21) in the journal Proceedings of the Royal Society B: Biological Sciences.

World economy to trudge on in 2012 despite Europe: poll (Reuters)

LONDON (Reuters) ? Europe faces another year of dismal economic performance in 2012 that will weigh on global growth, but emerging markets and the United States should at least keep the world economy moving in the right direction.

There are several reasons why next year may be nothing to look forward to, according to Reuters polls from the last few months.

Many of the world's biggest developed economies are heading into recession, global stock markets look set to recoup only a fraction of their heavy losses in 2011, oil prices will head lower, and asset managers are unsure where best to invest.

And these could be the best-case scenarios.

Most economists base their assumptions on the hope that the euro zone's sovereign debt crisis will not boil over into a new global economic crisis, having already dented growth in major exporters to Europe.

Still, most of the major emerging market economies like Brazil and China should pick up speed later next year. All of them have suffered from slowing economies in recent months, caused mainly by tightening monetary policy in the face of high inflation.

"It's important to stress the world economy is still growing. But it's a tale of two worlds," said Gerard Lyons, chief economist at Standard Chartered Bank.

"The storyline for 2012 is that Europe drags the world down in the first half of the year, and China drags it up in the second half of the year."

Enormous political risks cloud the outlook further, with elections and leadership changes in the most powerful countries and the prospect of continuing turmoil in the Middle East.

Still, there are glimmers of hope. The United States' economy has performed better than most had hoped over the last quarter, and Reuters' polls of economists show it growing around 2.2 percent in 2012, compared with zero growth in the euro zone.

"The big unknown in Europe and the U.S. is that big companies, with balance sheets in good shape, have the ability to invest at home if they want. It's more likely that will take place in the U.S. rather than Europe," said Lyons.

THE EURO ZONE QUESTION

European Union leaders took a historic step towards greater fiscal integration earlier in December, but economists have been clear that this would not ease a debt crisis entering its third year and still hogging the headlines in 2012.

Reuters polls show real concern that leaders are doing far too little to stimulate growth, with the likes of Spain and Italy destined for long and painful recessions.

The euro zone as a whole, meanwhile, is probably in a moderate recession right now that will last midway into 2012.

"The euro area continues to be a source of economic and financial instability for the rest of the world," said Juan Perez-Campanero, economist at Santander, in a research note.

"We could be facing a more permanent and lasting decline in growth capacity in developed economies and, particularly, the euro area."

Whether Spain and Italy will need to seek funding from the euro zone's bailout facility next year is open to question, with a very slim majority of economists polled this month - 27 out of 56 - saying not.

And a November survey of 20 top economists and former policymakers in academia and respected research institutes showed 14 of them do not expect the euro zone to survive in its current form.

Even in Japan, where economists have downgraded growth forecasts relentlessly, the economy is expected to pick up in the fiscal year from April and expand 1.8 percent. Japan should narrowly avoid a recession, but polls show little hope it will emerge from deflation any time soon.

ASSESSING THE ASSETS

The severe uncertainty surrounding 2012 is perhaps best reflected by Reuters' asset allocation poll of more than 50 leading investment houses in the United States, Europe and Japan.

Investors raised their cash balance to the highest in a year in December as they prepared for a jittery 2012, although they also moved back into cheap equities, Reuters polls showed on Monday.

The euro zone crisis was the key concern of asset managers polled, hence the increased preference for cash as well as moves into British and Asian shares rather than European ones.

Similarly, the last quarterly stock markets poll suggested emerging markets will easily outperform European share indexes in 2012, which will struggle to bounce back to end-2010 levels, never mind end-2011.

With Europe heading into a recession, oil prices look set to fall from here. Brent crude will average $105 a barrel next year, not far below this year's record high average near $111.

"We expect a mild recession across the OECD next year to put a damper on demand and consequently prices," David Wech from Vienna-based consultants JBC Energy said. "Nevertheless, the risk to oil prices is definitely on the upside given a still troubled geopolitical environment."

Economic growth is likely to slow among the Gulf's wealthy oil exporters next year, but governments will remain able to spend to counter the impact of any global slump, a Reuters poll showed on Wednesday.

Respondents cited the euro zone debt crisis and signs of slowing growth in China as reasons for the darkened economic outlook in the Gulf.

DELAYED CHINESE CHEERS

Whatever the euro zone's future, the effects of the debt crisis have already been felt across the world. The European Union is China's biggest export market, and manufacturing data there show dwindling levels of foreign new orders.

Indeed, the Chinese economy is now growing at its weakest pace since 2009. In an effort to support it the central bank cut reserve requirements at the end of last month for the first time in three years.

Economists polled by Reuters after this move, however, said the People's Bank of China will refrain from more aggressive stimulative policies unless growth falls sharply to below 8 percent.

Similarly, India has been suffering from a pronounced slowdown in growth and Reuters polls suggest its central bank will also slacken monetary policy by mid-2012 to counter this, despite stubbornly high inflation. It could be in for a difficult year.

"Looking ahead, the economy faces the lagged effects of monetary tightening," said Leif Eskesen, economist HSBC in Singapore.

"Moreover, administrative hurdles and domestic policy paralysis are holding back investments and hurting sentiment."

Brazil's central bank on Thursday cut its 2011 growth estimate to 3.0 percent, versus its previous estimate of 3.5 percent, and said 2012 would see growth of 3.5 percent.

Compared with previous years where growth averaged near double-digit rates, that would be a disappointment, although still a fair improvement on the anaemic rates of most developed peers.

Overall, even the slightly depressed growth rates from these developing economic powers will power world growth next year.

"It is positive growth, but the picture does vary considerably - not just in terms of the first and second half of the year, but also depending on which part of the world you look at," concluded Lyons from Standard Chartered.

'Elf on the Shelf' is a holiday hit

There is one hot item this holiday season that won't be resting under the Christmas tree. It will be on a shelf ? watching you.

In a few short years, the "Elf on the Shelf" picture book and accompanying elf doll has been transformed from a phenomenon known mostly around the Atlanta area to a national sensation sold in 12,000 stores.

For parents, the elf is an adorable yuletide enforcer. They ensure he pops up in a different place each morning to watch over children and ensure they are not naughty, but nice.

Carol Aebersold and her daughters Chanda Bell and Christa Pitts, creators of "Elf on the Shelf," say it has its roots in their family tradition dating to the 1970s. An elf would appear every year after Thanksgiving only to vanish each evening, the children were told, on a journey to the North Pole with reports for Santa on who had dared to pout, misbehave or cry.

In 2005, Aebersold and Bell wrote the book to encourage others to adopt the tradition in their families. All major publishers rejected it.

Undeterred, the family founded CCA and B Publishing in Marietta, Ga., to put out the $30 book and the 10-inch elf doll by themselves.

Some think it's sweet, and some think it's just creepy. Undisputed: It's been a massive success since the company's founding in 2005.

About 2.5 million have been sold to date. And this year, it reached No. 2 on USA Today and Wall Street Journal bestseller lists. It sold out at Target stores in the first year the chain carried it.

Last month, on a nationally televised special on the day after Thanksgiving, 4.2 million viewers tuned in to watch "Elf on the Shelf: An Elf's Story," on CBS, according to Nielsen.

Social media darling
It's become a social media darling, too.

Elf on the Shelf has 7,564 (and counting) Twitter followers and 92,545 friends on Facebook. There are blogs about where to place it in the house, a different spot every morning, and how to dress it up.

"We have seen the sales of The Elf grow every year since 2008," Barnes & Noble spokeswoman Mary Ellen Keating said. "It is wildly popular with our customers."

CCA and B Publishing has had at least double-digit sales increases every year since 2008. The company has grown from three employees to 25 and recorded $10 million in revenue last year.

"We used to have to stop people in the aisles at retail shows and explain what this was," said Christa Pitts. This year, at book signings, "people are coming in and they already know. It's taken on a much more mainstream relevance and awareness that has been really thrilling to see."

No one can quite put their finger on why sales of an elf, with the accompanying book, have been so strong.

Timetoplaymag.com toy expert Jim Silver posits that Elf on the Shelf has filled a previously untapped niche.

"For all the years we've talked about Santa Claus, elves have never gotten their due with kids," Silver said.

Books and toys associated with the 2003 Will Ferrell movie "Elf," sold well, he said, but there haven't been many elf-themed toys since then.

"Seeing how the movie 'Elf' did, we knew there was a market there, so it was just a matter of time before a company came along to capitalize on Santa's helpers."

Will it join the compendium of American holiday traditions? It is hard to say. Not everyone is a fan. There's a parody book called "Elf OFF the Shelf" from Adams Media. Some critics say it promotes spy tactics that might not be healthy for children, a claim Bell dismisses as coming from people who have never actually "experienced the Elf."

But Elf on the Shelf has clearly surpassed its status as local curiosity and become a must-have for millions of people.

"It's a fun, innocent tradition," said Warren Haynes, from LaGrange, Ga. He says his 3-year-old sleeps better knowing his elf, which they named Posie, "is going to tell Santa what a good boy he has been."

Payroll tax deadlock ends as House caves

(AP) ? House Republicans on Thursday caved to demands by President Barack Obama, congressional Democrats and fellow Republicans for a short-term renewal of payroll tax cuts for all workers. The breakthrough almost certainly spares workers an average $20 a week tax increase Jan. 1.

After days of wrangling that even Speaker John Boehner acknowledged "may not have been politically the smartest thing in the world," the Ohio Republican abruptly changed course and dropped demands for immediate holiday season talks with the Senate on a full-year measure that all sides said they want. Senate leaders had insisted on the two-month extension to buy time for talks next year.

The House and Senate plan to act on the two-month extension Friday.

House Republicans were under fire from their constituents and GOP establishment figures incensed that they would risk losing the tax cut issue to Democrats at the dawn of the 2012 presidential and congressional election year. House GOP arguments about the legislative process and the "uncertainty" a two-month extension would mean for business were unpersuasive.

"In the end House Republicans felt like they were reenacting the Alamo, with no reinforcements and our friends shooting at us," said Rep. Kevin Brady, R-Texas.

The compromise legislation would renew the tax break through Feb. 29, along with jobless benefits and a "fix" to prevent doctors from absorbing a big cut in Medicare payments. Its $33 billion cost would be covered by an increased fee on mortgages backed by Fannie Mae, and Freddie Mac.

The developments were a clear win for Obama. The payroll tax cut was the centerpiece of his three-month campaign-style drive for jobs legislation that seems to have contributed to an uptick in his poll numbers ? and taken a toll on those of congressional Republicans.

"Because of this agreement, every working American will keep his or her tax cut - about $1,000 for the average family," Obama said in a statement. "That's about $40 in every paycheck. And when Congress returns, I urge them to keep working to reach an agreement that will extend this tax cut and unemployment insurance for all of 2012 without drama or delay."

If the cuts had expired as scheduled, 160 million workers would have seen a 2 percentage point increase in their Social Security taxes. And up to 2 million people without jobs for six months would start losing unemployment benefits averaging $300 a week.

The GOP retreat ends a tense standoff in which Boehner's House Republicans came under great pressure to agree to the short-term extension passed by the Senate on Saturday. The speaker was initially open to the idea, but rank-and-file Republicans revolted, and the House instead insisted on immediate talks on the year-long measure passed by the House, which contains curbs to unemployment insurance and other ideas backed by conservatives ? as well as deeper spending cuts to pay for the full-year cost.

After Senate leaders tried but failed to match the House's goal for a full-year pact, the chamber on Saturday instead gave sweeping approval for the two-month extension of the payroll tax cut, jobless benefits and doctors' Medicare fees that otherwise would have been cut 27 percent. The House had just days before passed a full-year extension that included a series of conservative policy prescriptions unpalatable to Obama and congressional Democrats.

Obama, Republicans and congressional Democrats all said they preferred a one-year extension but the politics of achieving that eluded them. All pledged to start working on that in January.

"Has this place become so dysfunctional that even when we agree to things we can't do it?" Obama asked. "Enough is enough.".

The top Senate Republican, Mitch McConnell of Kentucky, was a driving force behind Thursday's agreement, imploring Boehner to accept the deal that McConnell and Senate Democratic Leader Harry Reid had struck last week and passed with overwhelming support in both parties.

"There remain important differences between the parties on how to implement these policies, and it is critical that we protect middle-class families from a tax increase while we work them out," Reid said after Boehner's announcement.

The breakthrough emerged as a firewall erected by tea party-backed House Republicans crumbled Thursday.

"I don't think that my constituents should have a tax increase because of Washington's dysfunction," said freshman Rep. Sean Duffy, R-Wis.

The Republican establishment, too, put new pressure on House Republicans to compromise.

The 2008 GOP presidential nominee, John McCain, former Bush administration confidant Karl Rove and The Wall Street Journal editorial page were among conservative voices urging House Republicans to retreat.

Just hours before he announced the breakthrough, Boehner had made the case for a year-long extension. But on a brief late afternoon conference call, he informed his colleagues it was time to yield.

"He said that as your leader, you've in effect asked me to make decisions easy and difficult and I'm making my decision right now," said Rep. Jack Kingston, R-Ga., paraphrasing Boehner's comments.

Kingston said the conference call lasted just minutes and Boehner did not give anyone time to respond.

There was still carping among tea party freshmen upset that GOP leaders had yielded.

"Even though there is plenty of evidence this is a bad deal for America ... the House has caved yet again to the president and Senate Democrats," said Rep. Tim Huelskamp, R-Kan. "We were sent here with a clear set of instructions from the American people to put an end to business as usual in Washington, yet here we are being asked to sign off on yet another gimmick."

Almost forgotten in the firestorm is that McConnell and Boehner had extracted a major victory last week, winning a provision that would require Obama to make a swift decision on whether to approve construction of the Keystone XL oil pipeline, which would bring Canadian oil to the U.S. and create thousands of construction jobs. To block the pipeline, Obama would have to declare that is not in the nation's interest.

Obama wanted to put the decision off until after the 2012 election.

House Republicans did win one concession in addition to a promise that Senate Democrats would name negotiators on the one-year House measure: a provision to ease concerns that the 60-day extension would be hard for payroll processing companies to implement.

Thailand and Cambodia to withdraw troops from disputed temple

PHNOM PENH (BNO NEWS) -- Thailand and Cambodia have agreed to withdraw their troops from the area surrounding the disputed Preah Vihear temple, the Thai MCOT news agency reported on Thursday.

The two countries agreed to implement the International Court of Justice's (ICJ) order to establish a "provisional demilitarized zone." A joint working group will be set up to oversee troop withdrawals from the newly defined demilitarized zone, Cambodian Defense Minister Tea Banh said after meeting with Thai Defense Minister Gen Yutthasak Sasiprapa in the Cambodian capital of Phnom Penh.

Gen Tea Banh also said the withdrawal of troops will be carried out as soon as possible. It will be done under the supervision of the joint observers from Thailand, Cambodia and Indonesia, the chair of the Association of Southeast Asian Nations (ASEAN).

In July, a ruling by the Hague-based International Court of Justice asked both nations to withdraw military personnel from around the Preah Vihear temple complex.

Both Cambodia and Thailand claim the 4.6 square kilometer (1.7 square miles) area near the ancient Preah Vihear temple on their shared border, which has never been formally established. However, the military tension has eased since former Thai Prime Minister Thaksin Shinawatra's Pheu Thai Party won a landslide victory in July's general election.

Tensions first escalated between the two countries in July 2008 following the build-up of military forces near the 900-year-old Preah Vihear temple. The United Nations Security Council urged both sides to establish a permanent ceasefire after at least 10 people were killed.

Clashes resumed earlier this year as both nations claim the lands surrounding the ancient Hindu Temple, which has been damaged due to the conflict. The Preah Vihear temple dates back to the 11th century.

Tis a Good Thing, My Feet are Sore.

Okay well we'll try this again. Hello everyone I'm a noob to RPG but I'd like to have a good Rp with my friends for the purpose of character development. You are however, welcome to join us, though understand that this is an open ended rp with no real plot. It is a character based story, so the plot builds on it's own.

Welcome to Ellinsdale my good folk. A rather large country I'd say, but let me tell you about it, so that you may understand where to you're adventures may take you.
To the West there is a large spanning mountain range, the Caverntroll mountains we call it. It stretches far to the North and far to the South and acts as a rigid and rocky barrier to the Western Sea. The inhabitants of these mountains consists of magical fey folk,Trolls, Druids and other unknown creatures. Most men avoid theses mountains but know that there are also Dwarves who burry deep into the mountain sides here, building great cities of stone, but that is farther in northern reaches of the mountains. Keep on heading North past the dwarf cities and you'll find the Northmen, large brutish men who sail the Western Sea and find glory in knocking your head off.
Of course, let me not forget, if you look to the East you will find vast rolling hills of grass with patches of dense forests, and scattered about them, are the little villages of peasant folk and their surrounding farms. But If you'd rather meet the kindly king Candwell, he lives in his fortress at the center of Einterdale, a large prospering city of the good folk who rule the hills of grass.
To the South there is a thick forest, Direwood the elves call it, where the large elven city Antelwol sits. The elves here enjoy songs, games and gloroius fun and make for the best artisians you may ever find in Ellinsdale.
Well yes that is Ellinsdale my friends and now you know what is where and where is what. Oh but beware, though it all may sound pleasant, as we all know, the world is never kind all the time. There are wicked men, elves, dwarves and all, and sometimes there is a demon or two who finds their way out of hell and into our world, and of course there are necromancers who study in secrecy in dark froboding places. So be warned my dear friends and may you always tread on comfy grass.

Airdrie Stud confirmed that its top stallion Indian Charlie?? had to be euthanized around 9:30 a.m. EST Dec. 15. The 16-year-old son of In Excess had been battling cancer.

"Losing Indian Charlie after a challenging battle with Hemangiosarcoma and its complications has been a shock to us all," Airdrie wrote?in a press release.?"He was dearly loved by everyone that cared for him on a daily basis. "Charlie? has been a shining star at Airdrie for many years now. His personality, toughness, and utter determination remained with him throughout treatment.

"He won many hearts at Hagyard?s, and received an endless supply of much deserved carrots and peppermints while there. Our thanks go out to everyone involved with this fine stallion, and to our shareholders and breeders who faithfully supported Indian Charlie over the years. We would sincerely like to thank Dr. Nathan Slovis and his team at McGee Medical Center for their unrelenting efforts to try and save our stallion."

As a racehorse Indian Charlie only made five starts, but won four times for trainer Bob Baffert and owners Hal Earnhardt III and John R. Gaines Racing Stable. His victory over the Baffert-trained Real Quiet in the 1998 Santa Anita Derby (gr. I) sent him to Louisville for the Kentucky Derby (gr. I) as the early favorite.

Sent off at 5-2 in the 15-horse field, Indian Charlie finished third to Real Quiet in what would be his last start. Given some time off after the Derby, he was in training to return in?the Buick Haskell Invitational Handicap (gr. I) but was retired after pulling a suspensory in a workout at Del Mar.

Indian Charlie, who was bred in?California by Earnhardt,?is the sire of three North American champions headed by 2010 champion 2-year-old male Uncle Mo??. Winner of the Grey Goose Breeders? Cup Juvenile (gr. I) and Champagne Stakes (gr. I) last year, Uncle Mo was a leading contender for the Kentucky Derby Presented by Yum! Brands (gr. I) until a liver ailment sidelined him the week of the Derby. Returned to training, Uncle Mo was beaten a nose in the Foxwoods King?s Bishop Stakes (gr. I), then won the Kelso Handicap (gr. II) before running unplaced in the?Breeders? Cup Classic (gr. I).

Uncle Mo will stand his first year at stud at Ashford Stud near Versailles, Ky., for a fee of $35,000.

"It's obviously very sad news. He was an incredible sire and will be missed," said Mike Repole, who raced Uncle Mo.?"I bought two Indian Charlie yearlings last year and one the year before. Hopefully the current and future sons of Indian Charlie will be able to carry on his legacy.?

Indian Charlie was also the sire of champions Indian Blessing and Fleet Indian. Indian Blessing, who like Indian Charlie was trained by Baffert, was named champion 2-year-old filly in 2007 on the strength of her victory in the Breeders? Cup Juvenile Fillies (gr. I), then returned the following year to land the female sprinter Eclipse Award.

Fleet Indian was named champion older female of 2006 after stringing together eight consecutive victories dating back to 2005. During the streak she won two grade I races, the Personal Ensign Stakes at Saratoga, and the Beldame Stakes at Belmont Park.

Indian Charlie began his stud career in 1999 at Vinery Kentucky and stood his first four seasons there for a fee of $10,000. He moved to Airdrie Stud for the 2003 breeding season.

His success at stud saw his fee rise for six consecutive years, to $12,500 in 2004, $15,000 in ?05, $25,000 in ?06, $40,000 in ?07, $50,000 in ?08, and $75,000 in ?09. Market conditions prompted a reduced fee of $70,000 in 2010-11 and he was slated to stand for $75,000 in 2012.

(AP) ? Mitt Romney is defending his time as a business executive, saying that he ultimately added tens of thousands of jobs despite cuts at some companies.

Romney on Thursday night acknowledged that he cut jobs at some of the businesses his venture capital firm took over. He says that some of his investments didn't pay off and that not all businesses succeed.

His chief rival, Newt Gingrich, has accused Romney of shredding companies and costing Americans jobs. Romney says that he worked to help businesses strengthen themselves and survive.

Romney also says that he welcomes the criticism and predicts that President Barack Obama will use it against him if Romney wins the Republican nomination.

Bonds' sentencing brings BALCO saga near a close (AP)

SAN FRANCISCO ? The largest federal criminal investigation into sports doping began more than nine years ago with a tax agent digging through the trash of the now notorious Bay Area Laboratory Co-Operative. Barring an appeal, the government's work comes to an anti-climactic end Friday when Barry Bonds ? the probe's highest-profile catch ? is sentenced for obstruction of justice.

In between, the federal government spent millions of dollars and untold staff hours obtaining the convictions of 11 people. Six of them, including track star Marion Jones, were ensnared for lying to grand jurors, federal investigators or the court. Five men, including Bonds' personal trainer Greg Anderson, pleaded guilty to steroid distribution charges stemming from their BALCO connections.

The investigation in general ? and the pursuit of Bonds in particular ? ignited a debate over whether the government's long involvement was the best use of public resources.

More than seven years after he testified before a grand jury investigating BALCO, Major League Baseball's all-time home runs leader was convicted on just one of four remaining counts against him. And the jury deadlocked on whether Bonds lied about taking performance enhancing drugs.

Now, federal sentencing guidelines suggest a prison term of between 15 months and 21 months. But federal probation officers are recommending that Bonds receive no time, citing his charitable work, the nature of the crime and his otherwise spotless criminal record. U.S. District Judge Susan Illston has sentenced two other BALCO figures convicted of similar crimes to probation and house arrest.

Was it all worth it?

"It absolutely was," said MacGregor Scott, the former U.S. attorney for Sacramento, now in private practice at Orrick, Herrington & Sutcliffe. "It brought a focus and awareness to the steroids issue that wasn't there before."

Scott said prosecutors had to go after Bonds once they concluded he lied to the grand jury when he denied knowingly using performance-enhancing drugs and said he allowed only doctors to inject him. Dozens of other athletes testified truthfully, Scott said.

"There aren't two sets of laws, one for Bonds and one for everybody else," Scott said. "The grand jury is the bedrock of the criminal justice system in the United States."

The probe did lead directly to former U.S. Sen. George Mitchell's in-depth investigation of drug use in Major League Baseball and his seminal Mitchell Report, which in turn prompted MLB and its players' union to strengthen their steroids policy.

Yet the relatively short list of convictions leaves some, perhaps most notably the BALCO founder himself, unimpressed.

"Obviously, the BALCO case brought about a greater public awareness regarding the rampant use of drugs at the elite level of sport, which is a good thing," said Victor Conte, the BALCO founder and president ? who spent four months in prison after pleading guilty to steroids distribution. "As the BALCO case comes to a close, I don't think it was the highest and best use of the tens of millions of taxpayer dollars that were spent on the case."

Bonds will have 14 days after his sentencing to file a notice of appeal.

The trial itself ended ambiguously in April about three weeks after it began.

The jury concluded Bonds purposely evaded responding during testimony to a grand jury investigating steroids distribution in sports with a rambling non sequitur to a question about drug injections, and the jurors convicted him of obstruction of justice. But they couldn't reach a unanimous agreement on the heart of the case, deadlocking on three charges alleging Bonds lied to the grand jury when he denied knowingly using performance-enhancing drugs and testifying that no one other than his doctors ever injected him.

Prosecutors in September dropped those charges, foregoing another trial and declaring the one conviction showed the value of the Bonds prosecution.

The government's lead investigator, Jeff Novitzky, said Bonds first came to his attention during his weekly Monday night raids of BALCO's trash during the summer and fall of 2002. Novitzky, who was with the Internal Revenue Service then and is now a Food and Drug Administration investigator, said he found a magazine article quoting Bonds as crediting BALCO with helping him pump up and increase his power.

Novitzky gathered more evidence connecting Bonds to BALCO during September 2003 raids of the lab and the home of Greg Anderson, Bonds' personal trainer at the time. Three months later, Bonds was called before the grand jury and granted immunity from prosecution so long as he testified truthfully.

Despite the jury's mixed verdict, prosecutors still insist Bonds lied.

"The evidence at trial demonstrated that Bonds went into the grand jury with the intention of providing false statements and obstructing the grand jury's efforts to get to the truth in the BALCO matter," prosecutors wrote the judge last week seeking a prison sentence of 15 months for the former San Francisco Giants slugger. "Without truthful testimony, the judicial system simply cannot function properly in its mission-to get to justice."

In recommending that Bonds serve a term of house arrest, probation and community service ? but no prison time ? the federal probation department called Bonds' conviction an "aberration" and cited his "significant history of charitable, civic and prior good works" as reasons for the judge to "downward depart" from federal guidelines.

The department's report is confidential, but was cited in part by Bonds' lawyers last week in arguing for probation and volunteer work. Earlier this year, Bonds announced he would pay for the college education of the two children of Bryan Stow, the Giants fan who remains hospitalized after the highly publicized opening day beating in the parking lot of Dodger Stadium.

Bonds' lawyers quote an unidentified nurse writing in a letter to Illston that Bonds often visits sick children at the University of California, San Francisco's Benioff Children's Hospital. He paid for the 2009 renovation of what is now the Barry Bonds Family Foundation Playroom, which he visited in June.

"Barry Bonds is a hero to us at the UCSF Benioff Children's Hospital," the nurse wrote. "I consider being a character witness for Barry Bonds a privilege."

Armed men kidnap Australian in Philippines

Updated at 6:30 a.m. ET Tuesday: Police say that kidnapped Australian Warren Rodwell may have been injured after bloodstains were found at his?home by Philippine security services, The Associated Press reports. Australian Prime Minister Julia Gillard says her government has set up a task force to investigate.

Published at 8:20 p.m. ET Monday: Armed men kidnapped an Australian man from his home in the Philippines on Monday, and then fled in speedboats, the Sydney Morning Herald reported Tuesday, citing a Philippine military official.

The abducted man, Warren Rodwell, 53, lives in the seaside town of Ipil on the island of Mindanao and reportedly is married to a Filipino woman, the report said.

Military spokesman Lieutenant Colonel Randolph Cabangbang said no one had claimed responsibility for the abduction, according to the Herald.

Kidnapping of foreigners for ransom is a hazard in the southern Philippines, where a Muslim separatist rebellion has simmered for more than four decades.

Many of these crimes trace back to the Muslim militant group Abu-Sayyaf, which has links to al-Qaida.

Abu-Sayyaf, believed to have been founded in 1990 with al-Qaida funding, is estimated to have a few hundred armed members and is associated with the worst terrorist attacks in the country, including a ferry bombing that killed more than 100 people in 2004, and beheadings of foreigners.

Cabangbang said the military had not yet determined whether the group was involved, the Herald reported.

"We are looking into the possibility that it may be the same group, but it's too early to say," he said.
