Microsoft CEO Steve Ballmer announced at the company's Build conference today?that more than 4 million Windows 8 upgrades had been sold since?the operating system's official launch on Friday. He also said "tens of millions of copies" had been shipped to partners.

Ballmer said?yesterday?that "preliminary demand" was higher for Windows 8 than it was for Windows 7, but offered no numbers to back up that claim at the time. The 4 million upgrades he announced today give some idea of the OS's success, but putting the numbers in context is actually quite complicated.

Aside from yesterday's remark, Windows 8 sales have not been compared to Windows 7's ? that's?not surprising considering the OS has only been available for a few days. Even when Windows 7 was moving?enough copies?to be considered the fastest-selling OS in history, Microsoft waited several weeks before announcing how sales compared to those of Windows Vista. So it will likely be some time before more solid numbers are announced.

Singling out upgrades complicates things further: People have been registering and qualifying for these reduced-price copies of Windows 8 since June, when new PCs began to ship with the guarantee of a $15 upgrade to the new OS upon launch.

Four million may or may not be considered a large number, depending on how it is interpreted in light of total PC sales. Numbers from Gartner put worldwide PC sales in the third quarter of 2012 (which roughly corresponds to the pre-order and upgrade period for Windows 8) at about 87.5 million. Theoretically, all those PCs qualify for the $15 upgrade. The 4 million represents?a 4.5 percent conversion rate for new PCs in the first ?week ? that sounds low, but these numbers are so early that few conclusions can be drawn.

As for the tens of millions of copies shipped to partners, that comes as no surprise. PC makers are banking on the novelty of Windows 8 to sell dozens of new, touch-enabled PCs and tablets, and in order to ship with Windows 8, manufacturers like Lenovo and Acer will have ordered licenses by the million?? although they will likely offer Windows 7 for some time to come as a budget option.

There are no firm take-aways from Ballmer's numbers, which were likely shared in order to whet the appetite of shareholders, developers and reporters, all eager to know the results of Microsoft's risky experiment in redesigning Windows. Boehringer Ingelheim to pay $95M in settlement

(AP) ? Boehringer Ingelheim Pharmaceuticals Inc. will pay $95 million to settle allegations that the company promoted three drugs for uses that were not medically accepted, the government announced Thursday.

The Justice Department said the three are the stroke-prevention drug Aggrenox, the chronic obstructive pulmonary disease drug Combivent and the high-blood-pressure drug Micardis.

The Justice Department said the company also promoted the use of a fourth drug, Atrovent, at doses exceeding those covered by federal health care programs. Atrovent also is used to treat chronic obstructive pulmonary disease.

Finally, the settlement resolved allegations that Boehringer Ingelheim paid kickbacks to health care professionals to induce them to prescribe all four of the drugs. These kickbacks included payments for participating in advisory boards, speakers' training programs, speaker programs and consultant programs.

Thursday's announcement is the latest in a series of settlements with pharmaceutical companies engaging in so-called off-label marketing. In the law enforcement initiative's biggest case, GlaxoSmithKline agreed to pay $3 billion and pleaded guilty to promoting two popular drugs for unapproved uses and to failing to disclose important safety information on a third.

"Pharmaceutical companies cannot market drugs for unapproved uses, make unwarranted claims about their benefits, or pay kickbacks to doctors who prescribe them," said Rod J. Rosenstein, the U.S. Attorney for Maryland. "Drugs should be marketed only for purposes for which they are deemed safe and effective, and a doctor's decision to prescribe a drug should not be influenced by his personal financial interest."

The Food and Drug Administration has approved Aggrenox to prevent secondary strokes, Combivent to treat bronchospasm in patients with chronic obstructive pulmonary disease who already are on a bronchodilator and Micardis to treat high blood pressure.

But the government alleged that the company also promoted Aggrenox for myocardial infarction and peripheral vascular disease, Combivent for use prior to using a bronchodilator and Micardis for treatment of early diabetic kidney disease. The Justice Department said that because those uses were not medically accepted, they were not eligible for reimbursement by federal health care programs.

The company also agreed as part of the settlement to impose new internal procedures and reviews to promptly detect any recurrence of such activity.

"The pharmaceutical industry as a whole has undergone significant changes over the past decade and continues to be under intense scrutiny," said Greg Behar, president and chief executive officer of Boehringer Ingelheim. "Likewise, our internal processes and compliance practices have evolved significantly over the years." The company said it has been cooperating with the government investigation.

The Ridgefield, Conn.-based company said it agreed to the civil settlement to avoid the time and expense of continuing litigation but that the settlement was not an admission of liability by the company.

The federal government will receive more than $78 million under the settlement, and state Medicaid programs will receive over $16 million.

The settlement resolves a False Claims Act lawsuit filed in federal court in Maryland by Robert Heiden, a former sales representative for Boehringer. The law allows private whistle-blowers like Heiden to share in any money collected by the federal government as a result of the whistle-blower's bringing questionable conduct to light. Heiden will receive more than $17 million from the federal government's $78 million share of the settlement.

Colo. wildfire forces nearly 400 to evacuate

Some 380 evacuated residents of an area west of Pueblo, Colo., were watching fearfully as a wildfire that has already burned at least 12 structures grew quickly overnight.

The fire broke out Tuesday afternoon one mile west of Wetmore, Colo., and by Wednesday morning had burned through more than 1,700 acres.?

Winds Tuesday night topped 50 mph, NBC station KUSA-TV in Denver reported, and the forecast for Wednesday called for continued strong winds.


"It's going to be a really challenging day," Steve Segin of the Rocky Mountain Area Coordination Center told KUSA.

Windy conditions could undermine plans to deploy aircraft to help firefighters on the ground.

On Tuesday, around 100 firefighters were in the area and focused on protecting 25 homes closest to the fire, Pueblo County said in an update.

The residents who fled their homes on Tuesday were either staying with friends or family, or at shelters in nearby Florence and Pueblo.

The fire is zero percent contained, but officials were hoping rain or even snow might move in Wednesday night. The cause of the fire has not been determined.

FSA says tougher jail term would aid market abuse crackdown

LONDON (Reuters) - Tougher jail sentences would help Britain crack down faster on market abuse, such as the rigging of the Libor interest rate, by encouraging suspects to cooperate, the head of Britain's financial watchdog said.

Disgraced former Goldman Sachs director Rajat Gupta was sent to prison in the United States for two years on Wednesday for what the judge said were "disgusting" insider trading crimes.

Martin Wheatley, managing director of Britain's Financial Services Authority (FSA), was challenged by a panel of UK parliamentarians on Thursday over why the United States appeared better able to tackle insider trading.

"We are being robust. We have sent 20 people to jail in the last three years for insider trading offences," Wheatley said.

But the U.S. system differed in two key ways: it allows for the bugging of suspects' telephone lines, and sentencing is harsher, prompting people to turn state witness, he said.

"If the sentencing was higher we would have more people coming forward to us to want to cooperate with us, and that level of cooperation is what allows us to cut through these things quickly," Wheatley said.

The parliamentarians sit on a parliamentary commission that will make recommendations, such as changing laws, to improve standards in banking after years of mis-selling and abuses such as the rigging of the London Interbank Offered Rate or Libor.

Barclays was fined a record 290 million pounds for rigging Libor and Royal Bank of Scotland is expected to be next in line for punishment.

Wheatley expects individuals, and not just the banks, to be pursued over Libor rigging, but such cases will take time.

COMPETITION

The FSA will be scrapped on April 1 and Wheatley will head a new Financial Conduct Authority, part of efforts to end the "light touch" supervision seen before the 2007-09 financial crisis, such as through banning harmful products.

He backed the suggestion that banks should offer a suite of simple financial products that are easy for people and regulators to understand.

But he was sceptical that changes to the law were needed to end "skewed" incentives for banks to sell pricier and unsuitable products as this was already being tackled in other ways.

"I am not aware of any statutory intervention that would be a significant step forward from where we are," Wheatley said.

The parliamentarians want more competition in a banking sector dominated by four lenders and Wheatley said he would propose ways of making it easier and less costly to enter the market.

"We will come out with something we think is much more practical," he said.

There could be a "staged" process of approving a new entrant by giving some initial certainty the application is likely to be approved so that it's worth the cost of recruiting a chief executive and building up capital reserves, he said.

Still, only 2 percent of account holders switch lenders as most customers fail to find anything better, said Wheatley.

He will monitor whether customers should be allowed to take their account numbers to another bank, as can be done with mobile phone numbers when switching operators.

"I don't believe legislation or directing the end of free banking is an answer," he added.

Video game with biofeedback teaches children to curb their anger

ScienceDaily (Oct. 24, 2012) ? Children with serious anger problems can be helped by a simple video game that hones their ability to regulate their emotions, finds a pilot study at Boston Children's Hospital. Results were published online October 24 in the journal Adolescent Psychiatry.

Noticing that children with anger control problems are often uninterested in psychotherapy, but very eager to play video games, Jason Kahn, PhD, and Joseph Gonzalez-Heydrich, MD, at Boston Children's Hospital developed "RAGE Control" to motivate children to practice emotional control skills that they can later use in challenging life situations.

The fast-paced game involves shooting at enemy spaceships while avoiding shooting at friendly ones. As children play, a monitor on one finger tracks their heart rate and displays it on the computer screen. When heart rate goes above a certain level, players lose their ability to shoot at the enemy spaceships. To improve their game, they must learn to keep calm.

"The connections between the brain's executive control centers and emotional centers are weak in people with severe anger problems," explains Gonzalez-Heydrich, chief of Psychopharmacology at Boston Children's and senior investigator on the study. "However, to succeed at RAGE Control, players have to learn to use these centers at the same time to score points."

The study, led by first author Peter Ducharme, MSW, a clinical social worker at Boston Children's, compared two groups of 9- to 17-year-old children admitted to the hospital's Psychiatry Inpatient Service who had high levels of anger. To qualify for the study, the children had to have a normal IQ and not need a medication change during the five-day study period.

One group, with 19 children, received standard treatments for anger including cognitive-behavioral therapy, presentation of relaxation techniques and social skills training for five consecutive business days. The second group, with 18 children, got these same treatments, but spent the last 15 minutes of their psychotherapy session playing RAGE Control.

After five sessions, the video gamers were significantly better at keeping their heart rate down. They showed clinically significant decreases in anger scores on the State Trait Anger Expression Inventory-Child and Adolescent (STAXI-CA), and specifically on:

  • the intensity of anger at a particular time
  • the frequency of angry feelings over time
  • expression of anger towards others or objects.

The gamers also had a decrease in suppressed, internalized anger that reached marginal statistical significance. In contrast, the standard-treatment group showed no significant change from baseline on any of the above measures.

The video gamers gave their therapy experience high marks for helpfulness (5 to 6 on a scale of 7). "Kids reported feeling better control of their emotions when encountering day to day frustrations on the unit," says Ducharme. "While this was a pilot study, and we weren't able to follow the kids after they were discharged, we think the game will help them control their emotions in other environments."

More studies in progress

The investigators are now conducting a randomized, controlled clinical trial of RAGE Control in the outpatient clinic at Boston Children's that adds a cooperative component. The children team up with a parent for 10 game sessions at the clinic; if either the parent's or the child's heart rate goes up, neither of them can shoot, forcing them to help calm each other. The research team plans another clinical trial to test whether letting children take RAGE Control home, to play with parents and siblings, will increase its effect.

In addition, Kahn is spearheading a team effort to develop toys to enhance emotional regulation skills in children too young for RAGE Control. These toys include racing cars that stop if a child gets too excited and, for even younger children, a cooperative game where children try to help each other stack blocks (if heart rate goes up, the table becomes wobbly and the blocks topple).

If you have never been to the Missouri River Outdoor Expo you really should find room on your calendar next year to attend.? As a staff member for Game and Parks I am fortunate to have had the opportunity to attend this event for the last two years and I can tell you there is nothing like it in Nebraska.

Known as the largest expo in the Midwest, the annual event aims to introduce or rekindle the interest in natural resources and outdoor recreation through more than 80 hands-on wildlife and outdoor sport demonstrations, exhibits and entertainment. There are activities for all ages, interests and enthusiasts.? This year Ponca State Park flagged 52,000 visitors through their gates and ran full shuttles for every minute of the three day event.? The Mini-Lodges and cabins were full to the brim and the camp sites resembled a beehive of colored tents, coolers and perpetual motion of children enjoying the outdoor adventure that only woods, creeks and wide open spaces can offer.

The event offers an amazing cross section of activities for all members of the family.? They have mentors, both volunteers and staff members, who provide one on one,? hands-on experiences in bowfishing, kayaking, archery and? firearms.? The facilities that house these activities are second to none and their construction is most often a community event of local volunteers, fundraising and generous sponsors. For example this was the first year for the new rifle range and archery facility. These structures reflect the diligent care and attention to detail that is evident in this park at every level and in each staff member, volunteer and sponsor you will encounter at this event. The Eric Wiebe Shooting Complex, also known as the ?Shooter?s Village?,? features all-weather ranges for pellet gun, archery, muzzleloader, .22-caliber rifle, shotgun, slingshot. This year they added tomahawk throwing? and atl-atl to the mix much to the delight of adults and children alike.? Over the weekend, approximately 3,400 people blasted a Muzzleloader ?as 1,700 fired a shotgun and approximately 2,500 archers shot over 10,000 arrows.

Last year the flooding prohibited scheduling of any events down by the river but this year the bank was hopping once again with activity and an ongoing crowd of attendees snaked the lines and filled the seats for demonstrations, boat rides and exhibitions throughout the weekend.? The ever-popular Missouri River boat tours provided a number of people with a first-hand look at the river.? The 1800?s Heritage Encampment showcasing traditional skills with demonstrations drew crowds intrigued with mementos and artifacts of Nebraska?s history.? The Toasted Ponies band, sponsored by the Nebraska Arts Council, provided a lively selection of? Bluegrass tunes for the crowds.? Sprinkled on each side of the walkway were dozens of outdoor recreation, conservation and sport organizations providing product and education information for the attendees.

One of the crowd favorites was Matt Stutzman, the ?armless archer?,? from Fairfield, Iowa. Stutzman made a proud return to the Expo with a silver medal from the 2012 Paralympic Games in London.?? During the 2011 Expo, he broke the world record for longest accurate archery shot ? 230 yards ? using his feet.? Additional shooting sports entertainers included Benelli Exhibition Shooter, Tim Bradley, from Arkansas and Trick Archer, Frank ?Asprin Buster? Addington, Jr., from West Virginia.

The surrounding prairie land became an overflow parking lot for guests, as guided shuttles ferried thousands to three different locations within the park. The first shuttle stop brought visitors to the Resource and Education Center location.? This area was a hub of activity.

The DockDogs canine aquatics competition with 148 registered dogs, ?dog trainer Tony Hoard and the K9 Friz-B-Crew and the Timberworks Lumberjacks entertained crowds throughout the day.? At the nearby Pond, a flurry of anglers, kayakers, scuba divers, rock climbers and live fish displays continuously attracted both on-lookers and participants.

On Sunday, the Outdoor Cooking Tent featured a Wild Game Cook-Off with area restaurants Kahill?s, Minervas and Eldons, winning first, second and third place, respectively.? On the menu was a variety of wild game, including Wild Boar BLTs, Vension Sliders and German Bratwurst.? Storyteller Dick Turpin emceed the event as three judges, representing the Wild Turkey Federation, Ducks Unlimited and Pheasants Forever, made their final decision.? Kahill?s restaurant also won the People?s Choice award, voted on by public.? Attendees were also welcome to sample wine & cheese, smoked meat, spices, dutch oven cooking and more.? Over 18 food vendor locations were on-hand to satisfy any lingering cravings.

In conjunction with The Better Ponca Foundation, over 500 community volunteers dedicated time to provide information, guided tours and provided general assistance to the public over the weekend.? Other volunteers from the region assisted with shooting sports instruction, event exhibitions and demonstrations. ?A total of 65 sponsors contributed to support this family-friendly event and to keep attendance free. The event is made possible each year through the generosity of Expo sponsors and volunteers.

Akin repeatedly arrested at 1985 abortion protests

ST LOUIS (AP) ? Missouri Senate candidate Todd Akin was repeatedly arrested during anti-abortion protests in the 1980s, including at least once when police had to carry him away, a newspaper reported Tuesday.

Akin, who is challenging Democratic Sen. Claire McCaskill in the Nov. 6 election, acknowledged last month during a campaign event that that he had been arrested about 25 years ago as part of an anti-abortion protest. But Akin has repeatedly declined to discuss additional details.

The St. Louis Post-Dispatch reported on its website Tuesday that its newspaper archives include at least three accounts of Akin being arrested in March and April of 1985 for criminal trespass and resisting arrest at abortion clinics in the St. Louis area. He apparently never was charged.

The St. Louis police department also confirmed in response to an open-records filed by a representative of the liberal advocacy group People For the American Way that Akin was arrested May 9, 1987, but it said records of the arrest were closed under state law because Akin never convicted.

Akin's firm anti-abortion stance gained national attention in the Senate race when he remarked in a mid-August TV interview that women's bodies have ways of avoiding pregnancy in "legitimate rape." Akin repeatedly apologized and said he was wrong, but Akin has continued to emphasize that he opposes abortion in all instances except rare cases when it is necessary to save the life of the woman.

A video circulating on the Internet in September showed Akin discussing his past involvement in abortion protests during a speech to supporters. He was recorded as saying: "You know, don't tell anybody I'm a jailbird." He explained: "a bunch of us sat in front of these doors and the police gave us a ride to the free hotel for a while, and you know how it goes."

At a Kansas City news conference last month, Akin confirmed he had been arrested about 25 years ago but provided no further details. His campaign said at the time that it would release additional details but never did so.

Asked last Saturday by The Associated Press to elaborate on when and where he was arrested, Akin again declined to do so.

"We're not talking about that at all," Akin told the AP. "It was 25 years ago, and I think it underlines the fact that I stand up for the things I believe and I'm pro-life, and we're just leaving it there."

Akin campaign adviser Rick Tyler said Tuesday that Akin does not dispute the Post-Dispatch account of his arrests but still has nothing more to say.

McCaskill's campaign declined to comment Tuesday about Akin's arrests. McCaskill canceled her campaign events through the rest of the week to be with her critically ill mother, who was in the hospital Tuesday.

The newspaper said it had missed the 1985 arrests in previous searches of its archives because the news stories had listed Akin by his first name, William. Akin went by his middle name, Todd, when he began his political career by running for the state House in 1988. He has continued to go by Todd Akin since winning election to Congress in 2000.

According to the Post-Dispatch archives, a 37-year-old William Akin from Creve Coeur ? whose name and address matches other information about the future lawmaker ? was among a group of protesters arrested on March 15, 1985. The newspapers account said: "Nineteen anti-abortion demonstrators who refused to leave the waiting room of an abortion clinic in the Central West End were carried out by St. Louis police officers."

Three weeks later, another six protesters, including Akin, were arrested at another St. Louis demonstration. "Police had to carry Akin into an elevator," the story said.

On April 5, 1985, Akin was arrested again as one of 10 protesters who were "attempting to block entrances" at the Hope Clinic for Women in Granite City, Ill., according to the paper. One clinic employee told the paper that the protesters caused minor damage and leveled "verbal abuse" at women entering the clinic.

If You Ask Me About Home Staging ... And You Did. | DIY Home ...

These are some of the questions I've received lately from readers and others.

If you have a question about staging your own home, make it part of the comments here. I'll give my advice, and other readers can join in the conversation.

Q: Our fenced?backyard is a wasteland. We let our dogs have the run of it, so we have basically no landscaping there. The front yard has good curb appeal. What can I do?

A: There really isn't much you can do, is there? Fencing a portion of the yard would cost money, look less than satisfactory, and probably make your dogs unhappy.

Replacing your fencing with invisible fencing would also cost money, and necessitate landscaping the backyard. ?

I'd make sure the landscaped areas around your home that are outside the "dog run" look really pretty.

With luck, you'll find a buyer who wants a backyard that's low maintenance and dog-friendly.

Q:?Are twin beds okay in a guest bedroom, or should I stage it with a queen bed?

A: If you have only two bedrooms, I would stage both with a queen or double bed. But if you have three bedrooms, I'd stage the third with twin beds. If the third room is small, even a single or a sleeper would be fine.

Also, let your budget be your guide. Don't go out and buy beds you don't want or need.


Q: Should I change the bathroom faucets in my home? They are gold. They work well but I know they aren't the latest style.
A: In my eBook, I recommend changing faucets and other hardware like hinges and doorknobs so that ?metals match. Matched hardware makes a home look more like a new home.

The gold faucets will definitely date your home (unless they are actually sold brass and in an historic home). However, if you are on a tight budget, and the faucets are in great condition, and you're not replacing other outdated, fixed features such as 40-year old countertops and pink toilets, I'd let the gold faucets stay.

In other words, it depends on your home, how you've priced it, and the type of buyer you expect to attract. ? ?


Q:?When we stage our home, do we need to convert our home office back into a bedroom?

A: A home office is a definite perk. But homes for sale are listed according to how many bedrooms they have. So, if you reduce the number of bedrooms in your listing, you might as well reduce your price and the desirability of your home!

A room is a bedroom if it has a closet. My advice would be to stage your home office as a bedroom, but keep its office status as well. It's all in how you arrange the furniture. Either squeeze the office space down to just a desk and chair. Or squeeze the sleeping space down to a convertible sofa or sleeper chair.


Q: I plan to paint all three bedrooms in our home. Is it important to paint inside closets, too?

A: Good for you for giving your walls a facelift! Remember to keep those colors light and neutral.

Even though the job may sound daunting, I recommend painting closets. You may have already decluttered your bedroom closets. If not, painting is a great excuse to empty them, then discard or recycle or put into storage what's left.

The good news is that when you paint a closet you don't have to get too fussy about wall imperfections and such. You just want it to look bright and clean. For this reason, I always paint closets white rather than the color of the bedroom. Give the ceiling a fresh coat of white as well, and you'll be surprised what a difference it makes.

DETROIT (AP) - When comedian George Lopez showed up at a Detroit Tigers workout Friday, Miguel Cabrera was one of the most excited players on the team.

No surprise there. Baseball's first Triple Crown winner in 45 years seems to enjoy hitting and laughing in equal proportion.

Fans are plenty familiar with Cabrera's talent - his consistently high batting average and awe-inspiring power. But his Detroit teammates appreciate him for more than that. Cabrera may be a bit shy in front of a camera or microphone, but there's a goofy side to the third baseman that helps keep his team loose.

Now in the prime of his career, Cabrera's approach remains meticulous, but he's careful not to take himself or his job too seriously.

McGovern an unwavering, often unrequited, liberal

CHAPEL HILL, N.C. (AP) ? George McGovern was an unwavering, often unrequited advocate for liberal Democratic causes. He pursued those goals in plainspoken, usually understated, Midwestern style. He was a dedicated, decent man, a devoted Democrat even when the party establishment turned away from him in defeat.

He wasn't good at political gamesmanship. He suffered his worst blunders when he strayed from straight talk in his doomed 1972 presidential campaign. It didn't fit the man and it shook the credibility he treasured.

McGovern was a partisan without the poison that increasingly infected American politics. In his career-long quest for programs to feed the hungry, in the U.S. and worldwide, he worked in partnership with Bob Dole, a former Republican leader of the Senate, where they'd both served.

During his years of political retirement ? he lost his South Dakota Senate seat in 1980 ? McGovern remained active, lecturing, teaching and writing. He even waged a token presidential campaign in 1984. He'd also run briefly for the 1968 nomination after the assassination of Sen. Robert F. Kennedy.

In his 2011 book, "What It Means to Be a Democrat," he summed up his credo:

"Above all, being a Democrat means having compassion for others. ... It means standing up for people who have been kept down ..."

That was the essence of his program during four terms in the House, three in the Senate, and a doomed and crushed presidential campaign in 1972. By the time he was nominated for the White House, McGovern had been marginalized by rivals in his own party, who argued that he was too far left to be elected. That probably was so, but President Richard M. Nixon was the overwhelming favorite against any Democratic challenger.

McGovern got just 37 percent of the vote to Nixon's 61, carrying only Massachusetts and the District of Columbia. Embittered, he considered whether to even stay in politics, especially as other Democrats made him a symbol of what ailed them and kept him off their stages. McGovernite became a label for losers. But he went back to the Senate, and within months he could joke ruefully about his landslide loss.

"I opened the doors of the Democratic Party and 20 million people walked out," McGovern later joked of his reform commission, which had broadened the nominating process, driven out the old party bosses and ultimately made the presidential primaries the arenas for choosing nominees of both parties.

There was nothing strident about McGovern; even when his words were harsh, his delivery tended to be bland. As a young man, he had been a warrior, and a heroic one. As a senator, he opposed U.S. involvement in Vietnam from the beginning, in 1963. Arguing in 1970 for legislation to cut U.S. war spending and force troop withdrawal, he offended his colleagues by telling them, "This chamber reeks of blood," vehement words delivered in the matter-of-fact McGovern style. His 1972 presidential campaign proposals included withdrawal from Vietnam, amnesty for draft evaders and steep cuts in the Pentagon budget.

For a time, he also advocated a $1,000 tax grant to every American to replace complex welfare and income support programs, saying the needy could spend it and the wealthy would pay it back in taxes. It came with no numbers, no estimate of the cost, although McGovern claimed, against arithmetic and logic, that it would balance out at zero. He dropped that idea, but the Republicans never did.

That spoke to one of his chronic political problems. He was an idea man, not a manager. Witness the uncontrolled chaos of his nominating convention, dramatized when assorted Democratic interest groups spent so much time talking that McGovern did not get to deliver his own acceptance speech until 2:48 a.m., long after the TV audience had gone to bed.

But one of his best-remembered, and most unfortunate, lines came later ? after his unvetted selection of Sen. Thomas Eagleton of Missouri as his running mate turned into a political disaster with the disclosure that Eagleton twice had undergone electric shock therapy for depression. McGovern said he was "1,000 percent" for Eagleton and wasn't dropping him from the ticket. But he had to. Then he had to shop for a running mate, with five Democrats declining before Sargent Shriver finally said yes.

So if there'd been any doubt about his outcome against Nixon, it was erased before the fall campaign even began. McGovern was frustrated because Nixon stayed at the White House and seldom campaigned at all. McGovern called him the most corrupt president in American history, as The Washington Post published a succession of Watergate disclosures. Nixon just denied it all.

The political pain would ease. More devastating was the death in 1994 of his daughter, Teresa, who had suffered mental illness and alcoholism, and froze to death in a snowbank near a bar where she'd been drinking in Madison, Wis. "You never get over it, I'm sure of that," he said. "You get so you can live with it, that's all." McGovern and his wife Eleanor, who died in 2007, had four daughters and one son.

McGovern wrote a book, "Terry," about his daughter's life struggle, the family impact and his own worry that his political preoccupations had somehow contributed to her troubles. He used the proceeds to open the Teresa McGovern Center in Madison to help others afflicted by addictions.

As a candidate, McGovern had to fend off conservative claims that he was weak on national defense, a naive peacenik ? that he had, according to the far right, shirked combat, which was a lie. He was a decorated World War II pilot with 35 combat missions in B-24 bombers.

It could have been a campaign asset, but he talked little about it. He did in a Labor Day speech: "I still remember the day when we were hit so hard over Germany that we were all ready to bail out. So I gave this order to the crew: 'Resume your stations. We're going to bring this plane home.' I say to you and to people everywhere who share our cause: 'Resume your stations. We're going to bring America home.'"

That last line became the standard closing of his campaign speech. But he didn't repeat the details of the mission that won him the Distinguished Flying Cross for safely landing his crippled B-24. Perhaps he should have said more about his service, he said later, "but I always felt kind of foolish talking about my war record ? what a hero I was."

That he did not was typical George McGovern.

U.S. intended to keep Benghazi mission open through 2012

WASHINGTON (Reuters) - Newly released government documents show U.S. officials intended to keep open a mission in Benghazi, Libya, for at least the rest of this year in hopes of having a "calming effect" on the region, before the building was overrun and burned by militants last month.

Locals in Benghazi wanted the Americans to stay permanently in the eastern Libyan city, the cradle of last year's revolution against Muammar Gaddafi, according to one memo written by the former top U.S. diplomat for the Middle East, Jeffrey Feltman.

The documents were made public on Friday by the House of Representatives Committee on Oversight and Government Reform, led by Republican Darrell Issa. It has been investigating the September 11 assault on the U.S. mission in Benghazi that took the lives of U.S. Ambassador Christopher Stevens and three other Americans.

Other lawmakers raised more questions about the aftermath of the Benghazi events. The leading Republican on the Senate Intelligence Committee questioned why U.S. spy agencies and government spokesmen initially played down suspected al Qaeda links to the September 11 attack on the mission there.

In public statements soon after the September 11 attack, administration officials said it could have been a spontaneous protest against an anti-Muslim video made in California. Administration officials ultimately declared the Benghazi incident to be a "deliberate and organized terrorist attack" carried out by "extremists" affiliated with or sympathetic to al Qaeda.

The Obama administration's statements have "been strange from Day One on this," the top Republican on the Senate Intelligence Committee, Saxby Chambliss, said in a telephone interview on Friday.

Chambliss said the intelligence committee would investigate further. Another panel, the Senate Homeland Security Committee, sent letters on Friday to Secretary of State Hillary Clinton, Director of National Intelligence James Clapper and Defense Secretary Leon Panetta, demanding information about Benghazi.

The Benghazi attack has turned into election-year fodder in the United States, with Republicans charging that the Democratic Obama administration was caught unprepared for the assault, and Democrats claiming that Republicans are trying to exploit tragic events for political gain.

Issa wrote to President Barack Obama on Friday charging that his administration "has not been straightforward with the American people" in the aftermath of the Benghazi attack.

The top Democrat on the panel, Elijah Cummings, responded with a blast at Issa.

"It seems obvious that your goal in sending a public letter at this time is to release the most negative and distorted view possible of the attack in Benghazi ahead of the presidential debate on Monday evening," Cummings said.

Obama is seeking re-election on November 6 against Republican challenger Mitt Romney.

'A SALUTARY, CALMING EFFECT'

Feltman's memo, written December 27 to Undersecretary of State Patrick Kennedy, urged the United States to continue its presence in Benghazi that began during the anti-Gadaffi revolt through the end of 2012.

In statements suggesting the U.S. government felt it was making inroads in the region, Feltman said that staying in Benghazi would emphasize U.S. interest in the eastern part of Libya, which he said sometimes feels ignored by Tripoli.

"Many Libyans have said the U.S. presence in Benghazi has a salutary, calming effect on easterners who are fearful that the new focus on Tripoli could once again lead to their neglect and exclusion from reconstruction and wealth distribution and strongly favor a permanent U.S. presence in the form of a full consulate," said Feltman, the former assistant secretary of state for Near Eastern affairs.

Feltman is now U.N. undersecretary-general for political affairs.

Other dispatches released by the House committee on Friday included complaints about insufficient security in Benghazi. One U.S. official in Libya said more security was needed to help protect American "outreach" efforts to the Benghazi populace.

A cable signed by Stevens about a month before he was killed focused on the deterioration of security in eastern Libya. It noted there had been an increase in violence in Benghazi but said it was not an organized campaign, and locals were determined to get through it.

"There have been abductions and assassinations, but there have also been false alarms and outright fabrications," the August 8 cable said. "What we are going through - and what people here are resolved to get through - is a confluence rather than a conspiracy."

"Attackers are unlikely to be deterred until authorities are at least capable," the cable added.

Republicans have suggested the Obama administration omitted talking about al Qaeda in the days after Benghazi because this might undermine the administration's claims to have weakened the organization with the killing of former leader Osama bin Laden.

"The administration omitted the known links to al Qaeda at almost every opportunity. ... Whether this was an intentional effort by the administration to downplay the role of terrorist groups, especially al Qaeda, is one of the many issues the Senate Intelligence Committee must examine," Chambliss said.

On Thursday, Senator Dianne Feinstein, the California Democrat who leads the intelligence committee, said talking points put out by Clapper may have contributed to the shifting commentary on Benghazi.

When asked why the U.S. government initially played down the role of Islamic militants in the assault, she told KCBS-TV: "I think what happened was the director of intelligence, who is a very good individual, put out some speaking points on the initial intelligence assessment. I think that was possibly a mistake."

U.S. intelligence analysts summarized intelligence about the attack for public consumption in a September 15 document circulated to U.S. policymakers and members of Congress.

The language in the public summary was virtually identical to language in a classified intelligence report circulated on September 12, according to multiple U.S. government sources familiar with the matter. The secret document, however, reported that the extremists in question had possible links to al Qaeda - a point the unclassified document omitted.

White House spokesman Tommy Vietor said both assessments were prepared by members of the intelligence community and referred questions to them.
