Cantor Gives GOP Weekly Address: Government Threatening Your Paycheck, Liberties

HOUSE GOP: In this week's address, Majority Leader Eric Cantor unveils a plan to stop to government abuse among federal agencies. From the IRS targeting political and religious groups to wasting millions of taxpayer dollars on extravagant conferences, the waste and abuse of power must stop.

ERIC CANTRO: "All the while, an out-of-touch government in Washington continues to abuse its power and put special interests first while hard working Americans are left to pay the bill.

"Many in Washington have forgotten the most important principle ? that the federal government works for you ? and not the other way around.

"Each week, House Republicans are working to fix this problem. This week, we will address government abuse that is threatening your hard-earned paycheck, as well as your sacred liberties.

"We will cut government waste by passing legislation that prevents Washington bureaucrats from recklessly spending your tax dollars. We will ensure senior government officials accused of serious offenses and unethical conduct won?t be paid while under investigation; we will put an end to lavish conferences and employee retreats by requiring online disclosures and prior approval by senior officials; and we will stop the excessive granting of hefty bonuses to government employees.

"Squandering other people?s money is one of the easiest ways to lose their trust.

"These measures are a step in the right direction toward restoring trust with you, the taxpayers.

"We also will focus on restoring faith in our economy. Intrusive government regulations continue to hurt job growth and make your paycheck smaller. The REINS Act requires Congress to approve any new regulation proposed by bureaucrats that threatens to impact and add costs to our businesses and working families. Cutting red tape makes sense ? it creates jobs and puts more money in your wallet.

"We will also remove the IRS from having anything to do with your health care. A few weeks ago, the White House announced it would delay the employer mandate under Obamacare. The evidence is clear, this law is threatening job growth and turning full-time jobs into part-time jobs. On top of the negative economic and health consequences of Obamacare, the law requires an unholy union between the IRS and your protected health information.

"Recently all of us have been finding out more about the IRS, its activities, and its databases. The doctor?s office is the last place anyone would want to find the IRS. Your health care information is private and should remain so.

"And finally, House Republicans will give you more power to hold Washington accountable. We will move legislation guaranteeing a citizen?s right to record conversations with federal regulators. We will also act to require government agencies to adopt customer service standards. How a government employee interacts with you the taxpayer must be considered when it comes time to evaluate how well they do their job.

"We look forward to passing this agenda, but we need your help.

'A cast of characters': Prosecution rests its case in Whitey Bulger trial

The prosecution rested in the trial of James ?Whitey? Bulger on Friday after seven weeks of testimony from the former head of the Winter Hill Gang?s ex-compatriots and alleged victims.

The defense for Bulger, 83, could begin to present its case as early as Monday at a federal courthouse in Boston, and is set to call up to 16 witnesses.

Bulger is accused of terrorizing South Boston for decades before spending 16 years on the run, evading FBI agents until he was arrested in Santa Monica, Calif., in 2011. He is on trial on federal charges of racketeering and the murder of 19 people.

The prosecution's witness list was peppered with alleged victims of Bulger's extortion and strong-arming and a host of confederates with gangland nicknames such as "The Rifleman" and "The Executioner." The trial so far has been full of witness-stand revelations and sometimes inconsistent testimony, said Chris Dearborn, a professor at Suffolk University, all of which the defense will likely try to pick apart in the coming week.

?This has been quite a cast of characters,? Dearborn said.

The defense is expected to take far less time than the prosecution in presenting their case, said Gerard T. Leone, a former prosecutor and partner at Nixon Peabody.

?I think they?re going to continue to try to develop their three themes that they opened with, which is Number One, that Whitey Bulger is not an informant; Number Two, that he was provided with some type of immunity; and Three, that he did not kill the females,? Leone said.

That will include attempting to chip away at the credibility of three former Bulger associates and star government witnesses: Stephen ?The Rifleman? Flemmi, John ?The Executioner? Martorano and Kevin Weeks.

?You?ve got to hammer the big three witnesses. You have to hammer those because they?re the most damaging in some respects,? Leone said.

On Thursday, Flemmi wound up nearly a week of testimony. Flemmi, who is serving a life sentence for 10 murders, recounted details of several killings that Bulger was allegedly involved in, and on Tuesday accused his former boss of having a relationship with a 16-year-old girl who he took to Mexico.

"You want to talk about pedophilia, right over there at that table," Flemmi said while pointing at Bulger, according to Reuters.

Another witness, Richard Buccheri, told the court on Thursday that Bulger threatened him with a shotgun in the 1980s, one of several tales of alleged extortion in the course of the trial.

?He slammed the table. Then he takes a shotgun that was on the table and sticks it in my mouth,? Buccheri said, according to Reuters. ?He said he wanted 200 ? he meant $200 thousand.?

Buccheri, a real estate developer, testified that Bulger then pulled the shotgun from his mouth and pressed a handgun against his head.

?He said, ?If you don?t pay me in 30 days I?m going to kill you and your family,?? Buccheri testified. ?I agreed to pay.?

Bulger has pleaded not guilty to a federal indictment that includes 19 murders, among other crimes. Prosecutors have said that Bulger was an FBI informant, an accusation that the aging gangster has vehemently denied.

His defense team did its best to attack Flemmi?s credibility on cross examination. Attorney Henry Brennan asked Flemmi whether he expected a reduced sentence for his sometimes gory testimony, which included an account of the strangling death of Deborah Hussey.

?I don?t know what the future holds,? Flemmi responded, according to Reuters. ?Everybody hopes that at some point in the future something beneficial will happen to him. I?m still alive and that?s the hope.?

The big remaining question, Leone said, is whether Bulger himself will take the stand ? something he might be tempted to do to salvage whatever might remain of his tough-guy legacy in the neighborhood he once ruled.

?Martorano, Weeks, and especially Flemmi, they really in some ways, it?s not a legal onus, but they?ve put the messaging onus back on Bulger,? Leone said.

Ex-BoE chief King to lecture at New York University

LONDON (Reuters) - Mervyn King, the former head of the Bank of England, will give lectures at New York University's Stern School of Business and School of Law as a visiting professor later this year, the NYU said on Monday.

Cambridge- and Harvard-educated King stepped down at the end of June after 10 years as Bank governor.

An academic before he joined the central bank in 1990, King played a role in coordinating the global response to the financial crisis.

"His more than two decades of experience at the Bank, encompassing his leadership through the 2008 financial crisis and its aftermath, will be a rich source of insight for the entire Stern community," said Peter Henry, dean of NYU Stern School of Business.

King's September-to-December stint in New York will see him swap continents with his successor Mark Carney, who moved from Canada to take up the reins of the Bank on July 1.

Apple releases OS X Mavericks Developer Preview 4

Apple on Monday posted a new build of OS X Mavericks to the Mac App Store, accessible to registered Mac developers who are currently using Mavericks on a test machine. No details were posted - all Apple indicated was that the update is recommended for all users running OS X Mavericks Developer Preview 3.

With the Mac Dev Center down in the wake of last week's security intrusion, the Software Update system preference appears to be the only way to get the new release.

OS X Mavericks was introduced at Apple's Worldwide Developer Conference (WWDC) in June. The new release of OS X, coming this fall, introduces key new features like Finder Tabs, Maps and iBooks, iCloud Keychain, improved multiple display support and more.

The Group of 20 (G20) nations, including South Africa, pledged on Saturday to put growth before austerity, seeking to revive a global economy that ?remains too weak? and adjusting stimulus policies with care so that recovery is not derailed by volatile financial markets.

Finance ministers and central bankers signed off on a communiqu? that acknowledged the benefits of expansive policies in the US and Japan but highlighted the recession in the euro zone and a slowdown in emerging markets.

?While our policy actions have contributed to contain downside risks, those still remain elevated,? the statement said. ?There has been an increase in financial market volatility and a tightening of conditions.?

Indications that the US Federal Reserve would scale back its monetary stimulus dominated the two-day talks in Moscow, with emerging markets most concerned by a resulting sell-off in stocks and bonds, and a flight to the dollar.

Host Russia said G20 policymakers had soft-pedalled on goals to cut government debt in favour of a focus on growth and how to exit from policies of central bank stimulus with a minimum of turmoil.

G20 ?colleagues have not made the decision to take responsibility to lower the deficits and debts by 2016?, Finance Minister Anton Siluanov said. ?Some people thought that first you need to ensure economic growth.?

While the US recovery is gaining traction, China?s export motor is sputtering, Japan?s bid to break out of deflation has not reached escape velocity, and demand in the euro zone is too weak to sustain a job-creating recovery.

Officials backed an action plan to boost jobs and growth, while rebalancing global demand and debt. The plan will be ready for a G20 leaders? summit in September.

?We remain mindful of the risks and unintended negative side effects of extended periods of monetary easing,? the statement said.

?Future changes to monetary policy settings will continue to be carefully calibrated and clearly communicated.?

In return for its pledge to broadcast its monetary policy intentions clearly, Washington managed to ensure that the text contained no binding fiscal targets, saying that budget consolidation should be ?calibrated? to economic conditions.

Sources said Germany was less assertive than before over commitments to reduce borrowing to follow on from a deal struck in Toronto in 2010, with the improving US economy adding weight to Washington?s call to focus on growth.

The crisis in the euro zone periphery has been exacerbated by capital outflows, and the communiqu? pledged to move ?decisively? with reforms to create a banking union in Europe that could revive cross-border lending.

The International Monetary Fund warned that turbulence on global markets could deepen, while growth could be lower than expected due to stagnation in the euro zone and slowdown risks in the developing world.

?Global economic conditions remain challenging, growth is too weak, unemployment is too high and the recovery is too fragile,? managing director Christine Lagarde said. ?So more work is needed to improve this situation.?

The G20 accounts for 90 percent of the world economy and two-thirds of its population, many living in emerging economies, at greatest risk of a reversal of capital inflows that have been one of the side effects of the Fed stimulus. ? Reuters

Youth baseball still thriving in Mac

REGION -- Do you hear that sound? The sweet ping of the bat, the pop of the mitt and, of course, the chanting and cheering of the young ballplayers. That's youth baseball at its finest. Parents line the baselines, offering positive encouragement for all players, no matter what uniform they are wearing.

About 10 years ago, baseball league directors from the surrounding towns of Shirley, Ayer, Groton Dunstable and Littleton decided to merge and form the MacIntosh League. Since then, the Mac League has welcomed new members.

"It spawned from small towns in the area who did not have a big enough program to support playing in town," said Ayer youth baseball director Jason Mayo. "They were looking for surrounding towns to get involved with and play games against. It made sense because they are all bordering towns and part of the same parent program, Cal Ripken."

When the league was started, town program directors were not sure about the type of success it would have.

"It worked out," Mayo said. "Everybody from the different towns had the same vision and the same goals in terms of youth sports. That (the Mac) went on with those main towns for about 10 years."

Recently, the Mac welcomed newcomers Townsend-Ashby and Pepperell to the league, after they switched over from Little League to Cal Ripken. The additions of Pepperell and Townsend-Ashby increased the number of games scheduled from 280 to 600.

"We went from about 26 teams up to 48

teams," said Shirley youth baseball president Terry Cooper. "It was a huge, huge increase in teams. It forced us to go into two divisions, which was very cool. We had an American and National division at all three levels."

The unique thing about the Macintosh League is that every town gets its chance to be the league president.

"Each team coordinates the league and the schedule every year," Mayo said. "People have come and go, but there are a couple of holdovers who have been there for a while.

"Every year, even though there are different people that are involved, everybody comes in with the same visions and same attitudes. They may bring fresh ideas, which is good. That always helps to develop the league, you can't just stay stagnant."

In Cal Ripken baseball there are three levels: Minors (8- and 9-year-olds), Majors-60 (10- and 11-year-olds), and Majors-70 (11- and 12-year-olds.) Minors are the first time young players get a chance to face pitching from their peers.

"At the younger levels, they are out there learning to play and having fun," Mayo said. "They are playing real baseball; they are running the bases and keeping score. At that age, they are a little bit competitive. It doesn't matter if they win or lose. They could lose 14-0, but as soon as the game is over, they are having fun and want to go have a hot dog and a cotton candy at the concession stand."

Over the last half decade, lacrosse has started to pick up steam in the area. Town baseball programs such as Littleton and Groton have taken a large blow due to the popularity of lacrosse.

"Littleton and Groton have probably taken the biggest hit," Cooper said. "Four years ago, Littleton had six teams at every level. Now, they have a total of five teams in all three levels.

There is a huge drop in baseball around here due to lacrosse. Lacrosse is a fast-paced game and an hour-long practice or game, where baseball can be an hour and a half, two hours. (Baseball) is a slower, more safety-conscious game. "

For the time being, America's pastime is still thriving in the region, and Cooper said that is due in large part to the hands-off approach Cal Ripken Baseball headquarters takes.

"Cal Ripken allows the towns to do what they've got to do to survive," said Cooper. "Little League is restrictive on how they do things, in terms of you need to use their bats and follow their rules. Cal Ripken allows you to make your own rules. When things are restrictive, it kind of hurts your ability to make things easier for your players and the parents."

By bringing in Townsend-Ashby-Pepperell, the Macintosh League now is able to offer a more localized league for its Babe Ruth (13- to 15-year-old) players. When Groton left the Macintosh Babe Ruth league for the Minuteman, it put the local Babe Ruth league in a bind.

According to Cooper, there are few more gratifying things than hearing the bat of young ballplayer sing that sweet ping, or seeing a kid make a great play.

"For me, that's the ultimate," said Cooper. "When you work a season with one of those kids and all of sudden he makes a great play in the field he wouldn't have made at the beginning of the year, they light up. It's cool. They go nuts.

"As a coach, that's stuff that gets you jacked up. That's the kind of thing that makes you say, 'hey, OK, I spent the time with the right kid making sure he developed and had a successful season where he wants to come back and play baseball."

Baseball season is winding down in the region, as Groton U12 and Ayer-Shirley U10 are the last two teams competing at the Cal Ripken State Tourney this weekend in Northbridge.

STYLE AND TECHNIQUE MAKE AND BREAK PERCEPTIONS

Artist J.H. Williams III says that the artists who illustrate comic books can help change the way a reader perceives the story and have a "huge impact on how the story feels" as pages are turned, images examined and words read.

Williams, whose artwork on DC Entertainment's Batwoman is lush, thematic and flowing, is in the midst of illustrating Vertigo Comics' upcoming The Sandman Overture, working with writer Neil Gaiman to tell a prequel of sorts to the groundbreaking comic.

He said that seeing how visual styles affect reader impressions is what led him to "dabbling in so many different art styles within one story from scene to scene or sometimes from panel to panel. I'll shift the style based on what's happening in the story. It subliminally makes the reader view it in a different way."

Williams said that's only possible in the medium of comic art and, he said, "has a great impact on a story because of it."
