4 hurt in crash, attack at California Walmart

SAN JOSE, Calif. (AP) ? Four people were hurt Sunday when a driver crashed his car into a Wal-Mart and then assaulted customers inside, officials said.

The man hit two cars in the parking lot at about 11:15 a.m. with his red Oldsmobile Cutlass sedan then crashed through the storefront near the pharmacy and collided with a beer display before stopping, police and witnesses said.

The unidentified driver then got out of his car and used a blunt object to attack people, San Jose police Officer Albert Morales said. The driver was arrested when officers arrived.

Investigators have not determined how fast the driver ? described as a man in his 30s ? was going at the time of the crash but the car went about 20 feet into the Wal-Mart Supercenter that had about 70 people inside in San Jose, Morales said.

One person suffered what Morales described as serious injuries. He did not know the extent of the injuries to the three other people but said they were not life-threatening. The injured included a store employee.

Customer Sharon Kaye told the San Jose Mercury News the driver sideswiped her car as he made several runs around the parking lot before driving between poles at the entrance and crashing into the store.

"At first, I thought I may have done something to anger him while driving," she said. "But then I realized he was out to get into the store."

After the crash, the entrance to the Wal-Mart was roped off with yellow police tape, and workers put up large boards covering the automatic doors where the car had entered.

A Wal-Mart spokeswoman told the Mercury News that the store remained shut down for several hours, and an employee was among those hurt.

"We're obviously very concerned about the associate who was injured," spokeswoman Kory Lundberg said.

Shopper and witness Tianna Doan told the newspaper the employee was a cashier who was hit with the object and had a head injury.

Calls to the store by The Associated Press went unanswered Sunday.

Leopards and Humans Peacefully Coexist in India

Leopards and humans peacefully share the same densely populated rural landscape in western India, a new camera trap survey shows.

The cameras caught leopards and other jungle cats, as well as hyenas and jackals, prowling close to houses through the night in farmland in western Maharashtra, India. The carnivores and people shared the same paths ? so much so that the researchers had to turn off their camera traps during the day because of the human and livestock traffic.

Yet the leopards went largely undetected by people, according to a statement from the Wildlife Conservation Society (WCS), which helped fund the study.

"Human attacks by leopards were rare despite a potentially volatile situation considering that the leopard has been involved in serious conflict, including human deaths in adjoining areas," Ullas Karanth of the WCS, a study co-author, said in the statement. "The results of our work push the frontiers of our understanding of the adaptability of both humans and wildlife to each other's presence."

The findings were published online March 6 in the journal PLOS One.

The camera traps documented 10 large carnivores per 38 square miles (100 square kilometers) in the densely populated area ? five leopards and five hyenas. The human population density is more than 300 people per 38 square miles. [Images: Backyard Leopards Caught on Camera]

The discovery of so many large carnivores living in proximity to people highlights the need to focus on conservation outside of protected areas, the researchers said.

The farming-intensive landscape lacks wilderness and wild herbivores for prey, and the region has only one protected area for wildlife, the Kalsubai Harishchandragarh Wildlife Sanctuary, the researchers said.

To boost revenues, the taxman cometh ? in Afghanistan

Omar Sobhani / Reuters

By Katharine Houreld, Reuters

KABUL ? One of Afghanistan's most surprising success stories lies tucked away on a potholed street notorious for suicide bombings and lined with rusting construction equipment.

The work of the country's top tax collector is more inspiring than the view from his office in Kabul. Taxes and customs raised $1.64 billion last financial year, a 14-fold increase on 10 years ago. That means, now, the government can pay just over half of its recurrent costs such as salaries.

Thanks to tougher enforcement procedures, Afghanistan's tax to GDP ratio today stands above 11 percent - ahead of neighboring Pakistan's dismal 9 percent.

Increasing revenues is vital as donors begin reducing aid ahead of the 2014 drawdown of NATO troops, who have provided the backbone for security since U.S. forces invaded after the September 11 attacks on the United States.

By the end of this year the United States alone will have spent $100 billion on Afghan reconstruction. But future pledges are a fraction of that.

"We are largely dependent on international aid. We would like to be independent," said Abdurrahman Mujahid, the new head of the revenue department. "I would like a sustainable Afghanistan for all the children."

Despite rising revenues, the government will rely heavily on donors for years to come. Taxes, customs and mining revenue will only meet $2.5 billion out of a $7 billion budget this year.

Most of the revenue comes from large corporate taxpayers, who complain their payments have not improved power cuts, potholed roads or security.

Corporations pay a flat tax of 20 percent - the same rate for an individual earning over $2,000 a month.

But unlike developed countries where personal income tax generates a sizeable chunk of revenue, most Afghans scoff at the idea of giving the government some of their meager earnings.

The average annual income, in a country ranked one of the world's poorest, is just $470, according to the World Bank. Those making less than $100 a month don't have to pay tax.

"It's not a good government," said moneychanger Abdurrahman Arif, 28, as he held a wad of soiled notes and scanned for customers. "I don't pay tax. The rich people don't and the government should go to them before they come to me."

Afghanistan has a similar problem to neighboring Pakistan - the very wealthy don't pay their share, and weak institutions often have little way of forcing them.

Authorities admit that taxing the rich isn't easy in a country where the powerful often command militias. But Mujahid promises tax evaders will "be introduced to the law enforcement agencies".

SUBSTANTIAL ACHIEVEMENT

Much of Afghanistan's money is in an undocumented black economy. Corruption is endemic and the country produces 90 percent of the world's opium. Billions of dollars in cash leave the country every year in suitcases.

The security situation is discouraging. Taliban and other militias have made gains in many areas as foreign combat forces wind down their missions.

But some Afghans still manage to make money. Many businesses are fuelled by the aid dollars that have poured into the country over the last decade. Luxury supermarkets, travel agencies and stationery shops crowd the capital's streets.

A U.S. embassy official in Kabul commended Afghanistan's ability to raise tax revenues.

"It's a pretty substantial achievement," the official said, but noted the nation still faced a large funding gap, partly because of its huge security bill.

"It's going to continue being a problem until they can get revenues from the extractive industry, and that's going to take some time," the official said, referring to Afghanistan's rich but undeveloped mineral deposits.

Donors currently pay for just under half Afghanistan's operating costs - mostly government salaries - and more than three-quarters of all development projects like roads, dams and electricity equipment.

Rampant corruption means this money is often stolen, angering donors, fuelling anti-government rage and keeping aid from some of the world's neediest families.

Donors hope that if Afghans foot more of the bill for public services they may become less tolerant of graft from their leaders.

PUGNACIOUS PREDECESSOR

Mujahid, the new head of the revenue department, has large shoes to fill. His predecessor Ahmad Shah Zamanzai oversaw much of the department's growth and didn't shrink from confrontation.

When a vice-president refused to pay tax on income from renting out houses he owned, Zamanzai threatened to leak it to the press. Elections were approaching. The vice president paid up.

Under Zamanzai, the tax department jailed more than 20 tax evaders, froze bank accounts, slapped on travel bans and shuttered the premises of businesses that refused to pay.

In one showdown, he took on the glitzy wedding halls that have mushroomed up in the capital. When the 60 or so venues refused to pay their dues, he had police padlock a dozen of the biggest until the rest fell into line.

Zamanzai was appointed head of the state-run Pashtany Bank as part of a bureaucratic reshuffle this month. His first task, he said, would be to use skills honed in the tax department to extract overdue loan repayments from powerful Afghans.

But the tough tax enforcement has angered some businessmen.

Najib Ullah Latify's spotless factory, full of humming machinery and rows of workers in blue overalls and yellow hard hats, stands a few minutes drive from the tax office. High Standard Pipe employs 850 people and supplies pipes for projects providing clean water all over Afghanistan.

Latify said he'd expand but harassment from the tax man was hurting his business.

In recent years, he says, he's been repeatedly overcharged by the tax office and promised refunds have not been credited. Officials frequently offer to slash his tax bill in return for bribes, he added. When he refuses, he says, officials disrupt his imports and suspend his license.

"I don't know what to do, I have shouted everywhere that they are ruining my business," he said.

"I don't mind paying taxes. Even if 60 percent of it is spent on drinking and shopping and trips for (politicians') wives, maybe 40 percent will go to schools or hospitals. But they must tax me correctly."

The new tax chief, Mujahid, was not familiar with Vitaly's case, but promised to investigate. More than 10 tax collectors - whose basic salaries start at $180 a month - have been fired for corruption in the last two years.

"Corruption is a part of public life in Afghanistan," said Mujahid. "We have the aim to make this department corruption-free."

This year he's planning to finish computerizing tax records, usher through a law on Value Added Tax, and strengthen collection in the provinces - more than 90 percent of government taxes currently come from the capital.

"There's a lot of achievements, but for sure we have problems, and the biggest problem is corruption," he said.

23-year-old skier found dead in creek near Oregon resort

The body of a skier was found Sunday near Mount Hood, seen in this Dec. 14, 2009 photo.

By Ian Johnston, Staff Writer, NBC News

The body of a 23-year-old man who skied off into the night after he apparently drank alcohol in a hut on Oregon?s Mount Hood was found submerged in a creek late Sunday, officials said.

Clackamas County Sheriff's Office said it was ?sad to report? the body had been found at about 7:15 p.m. local time (10:15 p.m. ET) Sunday near Highway 26 west of the Ski Bowl Resort.

?Searchers learned that a group of experienced skiers left the boundary of Ski Bowl's west side last night. The group gathered at a hut that is just outside the boundary,? the sheriff?s office said in a statement.?

?Investigators learned from a member of the group that alcohol was being consumed and the subject appeared intoxicated,? it said. ?The subject decided to head down the mountain alone but became disorientated when he left.?

?He had been in contact with a member of the group via cell phone but was still unable to find his way,? it added.

In a previous statement, the sheriff?s office said the man was last seen at 9 p.m. local time Saturday by campers at Mirror Lake and was reported missing at 11 a.m. Sunday.

It said the man ?had left the group he was with to ski down the mountain. The group made plans to meet up later but the subject did not show up.?

The campers ?had only been in contact with him from across the lake.? The campers attempted to direct him to their location but he never arrived,? the earlier statement said.

Pacific Northwest Search and Rescue, Mountain Wave Search and Rescue, American Medical Response Reach and Treat Team, and the Oregon National Guard were involved in the search along with a helicopter.

When a Friendship Ends | Balance My Life

By Nicole Jacobs

The arrival of Spring always gets me thinking about ways I can make my life better. It?s a time for cleaning, renewal, and, if you let it, for introspection.

About a year ago, I parted ways with a friend I had been close to for fifteen years. We?d been together through university, weddings, pregnancies, and the births of our babies, and were both raising little girls who loved to play together.

It?s hard to say exactly what went wrong?because, really, there were so many things?but I suppose that neither of us could really handle the strain that many years of moving in different directions had put on our relationship.

Never really settling on a career, she opted to stay home with her two girls. I was, at the time of our breakup, a pregnant, full-time working mommy of two. Our husbands worked in different industries and didn?t have much in common, so we rarely socialized as couples. We had developed different ideas about everything from the types of books we read, to how we were raising our kids. Perhaps she needed more of me than I could give, and maybe I took a little too much from her.

Whatever it was, things did not end well. I have regrets and take responsibility for my part in the whole, messy matter, but wonder why we couldn?t have just civilly drifted from each other, rather than have an explosive ?breakup?. Couldn?t we have comported ourselves with a little more adult decorum? Were we simply living the hyper-emotional, female-friendship stereotype that?s fodder for many an article and blog?

The whole ordeal got me thinking about the importance of good friendships. This was renewed when I happened upon a recent segment on the CBS show, Sunday Morning. The segment had some astonishing evidence from research done by a University of Virginia professor, who found that people with close friends tend to be healthier, live longer, and handle both emotional and physical stresses better than people who don?t have close friendships.

But what happens when a close friendship breaks up got me considering how women are with our relationships, and if there?s a difference between us and men when it comes to ending them. Anecdotally, I?ve not known of men who?ve ended their guy friendships with such an unabashed firestorm. What?s the difference?

Psychologist Irene Levine has devoted her work to the topic of friendships, and has written books and a blog on the matter. In this CBS interview, she says ?I hate to put people into boxes, however, in general women have more intimate relationships with their friends, so they?re more intense, they?re more important to them.? I suppose this means that the end of these friendships is often just as intense as the friendships themselves.

The end of any relationship is an unfortunate thing, particularly if it?s left unresolved. This is where I?m at with my own lost friendship, a year later. I?ve since had my third daughter, and still have the challenges of being a working mother, albeit for now from home. If things had not ended between us then, they?d probably not be great now. Nevertheless, I do miss her and having her to talk to about our one main thing in common?raising daughters.

And maybe it?s a bit strange that one of the first things I felt in the aftermath was sorry for my little girls to lose hers as friends. Perhaps they would have made a better go of it than we did.

Phil Ramone, Grammy-winning producer, dead at 72

NEW YORK (AP) ? Phil Ramone, the Grammy Award-winning engineer and producer whose platinum touch included recordings with Ray Charles, Billy Joel and Paul Simon, has died at 72.

Ramone's son, Matt Ramone, confirmed the death. The family did not immediately release details of the death, but Matt Ramone says his father was "very loving and will be missed."

Few producers had a more spectacular and diverse career. Ramone won 14 Grammy Awards. He worked with Frank Sinatra and Aretha Franklin, Stevie Wonder and Paul McCartney, Elton John and Tony Bennett.

He produced three records that went on to win Grammys for album of the year ? Simon's "Still Crazy After All These Years," Joel's "52nd Street" and Charles' "Genius Loves Company." He was a pioneer of digital recording who produced what is regarded as the first major commercial release on compact disc, "52nd Street," which came out on CD in 1982.

He thrived producing music for television, film and the stage. He won an Emmy for a TV special about Duke Ellington, a Grammy for the soundtrack to the Broadway musical "Promises, Promises" and a Grammy for the soundtrack to "Flashdance."

Ramone made an art out of the "Duets" concept, pairing Sinatra with Bono, Luther Vandross and other younger artists, Bennett with McCartney and Barbra Streisand, and Charles with Bonnie Raitt and Van Morrison. In Ramone's memoir, "Making Records," he recalled persuading a hesitant Sinatra to re-record some of his signature songs.

"I reminded Frank that while Laurence Olivier had performed Shakespeare in his 20s, the readings he did when he was in his 60s gave them new meaning," Ramone wrote. "I spoke with conviction. 'Don't my children ? and your grandchildren ? deserve to hear the way you're interpreting your classic songs now?'"

A native of South Africa, he seemed born to make music. He had learned violin by age and was trained at The Julliard School in New York. Before age 20, he had opened his own recording studio.
