In Davos, Cameron fills notable void left by Obama - The Term Sheet ...

By Nina Easton

David Cameron

David Cameron

DAVOS (Fortune) -- The murmuring started as soon as the World Economic Forum opened here earlier this week: In this gathering of the globe's financial elites, featuring heads of state and finance ministers, the U.S. contingent was remarkably low level. No Treasury Secretary. No Secretary of State. And certainly no Head of State.

Then there was this: President Obama's second inaugural address, given Monday, was heavy on liberal domestic issues, light on signs that he intended to exercise strong leadership abroad in his second term. "There is an assumption that you can push the pause button" on foreign affairs while internal debates dominate, complained Vali Nasr, dean of Johns Hopkins University School of Advanced International Studies and a former top Obama administration official.

Put those two together, and WEF attendees were asking: Was Obama, whose military intervention policy was once described by an adviser as "leading from behind," consciously ceding the American position as economic world leader? And if so, was any other country remotely equipped to fill the void?

On Thursday morning, the answer came in from London: British Prime Minister David Cameron stepped up to the podium to audition for that role. In his Thursday morning address, Cameron -- fresh from handling a terrorist attack in Algeria that left at least 37 dead -- declared that we are in a "long struggle against murderous terrorists."

MORE:?Dark mood descends on?Davos

But it was on the economic front that Cameron especially showed muscle to charge ahead. European leaders, and some UK business chiefs, were still reeling from the Prime Minister's Wednesday announcement that he planned to renegotiate his country's terms of membership in the EU -- seeking to reduce regulation on business, for example -- and then let British voters decide if they still wanted to be part of the union.

On Thursday, though, Cameron spoke out in a different role -- as president of this year's G-8. In that capacity, Cameron announced an "aggressive, pan-continental drive to unleash enterprise." Already, he noted, the UK has cut the corporate tax rates and reduced regulation, and sent huge trade delegations to growing economies with the message that "Britain is back open for business."

Now, he said, he plans to tackle corporate tax evasion and avoidance, to make the system fairer and more competitive. "When one company doesn't pay the taxes they owe, then other companies end up paying more. When some cowboys play the system all businesses suffer the fall-out to their reputation," he said.

Contrast that to Washington, where both Republican and Democratic lawmakers (and the White House) have given only lip service to corporate tax reform -- which holds out the promise of boosting GDP and bringing offshore capital back home for U.S. investment.

MORE:?How?Davos?can become less self-absorbed and more useful

Obama is fond of attacking corporations for tax avoidance; it plays well on the campaign trail. Cameron is on a mission to light the rocket engines under economic growth: He dramatically reduced his country's corporate tax rate -- and only now is going after the loopholes.

Cameron wants to give small businesses, "engines of job creation," an exemption from burdensome EU regulations. In the U.S., small businesses cite regulatory burdens -- including the costs of Obamacare -- at the top of the list of factors holding back their growth.

Cameron plans to lead the charge on "actively, aggressively" pushing for free trade agreements, including one between the European Union and the U.S. that he said would mean millions of jobs ? on his side of the pond alone. Under Obama, free trade deals have ground to a halt, even as other countries continue to churn out bilateral agreements with each other.

Obama may be home-focused, but events have a way of interrupting that intention -- following the inauguration this week, legislators hosted Secretary of State Hillary Clinton for a grilling on the attacks in Benghazi and Sen. John Kerry for a round of questions about potentially taking over Clinton's job. But Cameron sees a vigorous free global market as a force for good.

Cameron has been to the WEF seven times; three as Prime Minister. For the populist-minded Obama, the optics of attending Davos don't fit: this is a viper's den of financial elites, the 1% of the 1%, brimming with "millionaires and billionaires" who -- he likes to remind voters -- don't carry their "fair share" of the nation's financial burden.

But?Cameron was more than pleased to step up to the plate as a clear champion of the free market, even as he makes bold plans to level the playing field. "I yield to no one in my enthusiasm for capitalism," he said. "I will have no truck with those who want to demonize the successful." Which begs the question:?Did Cameron have his U.S. counterpart in mind with that not-so-subtle dig?

A boost to your mobile signal

Jan. 25, 2013 ? When using your mobile phone, it doesn't take much to lose that precious signal -- just turning a corner or riding on a train can be enough. EU-funded research is developing new technologies to eradicate those annoying 'black holes' in wireless coverage, while freeing up some mobile network capacity at the same time.

We live in a 24/7, always-on, mobile and wireless world. Wherever we go we are connected -- to each other, to the web, to all our favourite apps, to whatever data we need, exactly when we need it.

Or so we like to think. The reality is quite different. There are corners of our homes where the web won't work. There are black spots in towns and huge holes in the wireless network in more remote areas. Coverage is far from complete.

To compound the problem, even when they have a good signal, smartphones often struggle to download the data they need because the mobile networks are saturated. The airwaves are at full capacity.

Europe has always been at the forefront of innovation in telecommunications and a pioneer of the next generation of mobile technologies. So watch out for 'femtocells' -- small mobile telephony cells that improve both connectivity and coverage at a local level.

Better signals

The principle is quite simple. Instead of mobile operators having to invest millions in powerful long-range base stations to extend coverage over a wide area, they can move mobile connections to more localised small cells. A residential femtocell, for example, would improve coverage for just one house, or perhaps a block of flats. A commercial small cell might boost mobile connectivity for a whole office while a mobile femtocell could provide passengers on public transport with a strong and static signal (sparing their battery and eradicating sudden drops in signal).

Femtocells are far more than mobile booster stations; they can also help to divert data traffic off the mobile airwaves. This offloading creates more network capacity. Wired into the fixed line broadband network, a femtocell can reroute data and voice traffic down wires, freeing up the precious airwaves for even more traffic.

Fast forward

Significant research is still required to turn these practical ideas into reality. There are so many dots to join up. How do you prevent femtocell signals from interfering with signals to and from main base stations? How do you decide whether to route connections through fixed lines? What protocols should you use in the layers of the 'communications stack'?

The FP7 'Broadband-evolved Femto networks' ( Befemto) project unites several industry giants in mobile telecommunications equipment, mobile operators, small companies with key technologies and several technology R&D organisations to solve these issues and demonstrate prototype femtocells at work.

'Europe recognises that mobile connectivity is a powerful social and economic driver,' explains Dr Thierry Lestable, the project's coordinator. 'EU support for the development of cheap technologies to enhance and boost innovative services is really important for growth, not just growth for telecoms manufacturers and providers, but for the entire economy. Most businesses rely now on mobility and permanent connectivity.'

'By adding femtocells and small cells into the mobile network mix we make it possible for mobile operators to improve their spectrum efficiencies through heterogeneous networks (HetNets) and seamless integration of the fixed line telecoms network,' Dr Lestable continues. 'But this rerouting has to be optimised and intelligent. We have been developing and testing self-managed femtocell connections which are programmed to pick their wireless protocols and frequencies and route traffic depending on a whole host of contextual data.'

Befemto has developed advanced cooperation, self-organising, healing and switching algorithms. The built-in intelligence allows femtocells to optimise their use of radio frequencies (depending on traffic densities, for example) and fixed broadband networks. They can also communicate with macro-basestations without any interference or effect on macro signal quality or capacity.

'These new algorithms allow femtocell networks to work together to provide top quality coverage for users and support seamless, low-power and low-cost relief enhancement to the mobile service,' Dr Lestable remarks. 'We are focusing on the newly launched LTE or 4G networks because customers are paying a premium for these and will expect a true broadband experience: fast, reliable and unlimited access to everything everywhere. Femtocells, and small cells will allow operators to meet these expectations and lower their operational costs at the same time.'

Active all areas

The project partners have applied for an impressive 12 patents for the technologies developed within the project. These patents range from novel network monitoring software to mobile traffic optimisation algorithms. The project has also improved radio-frequency front-end technology to improve signal quality and reduce interference between femtocells and other wireless devices.

On the international stage Befemto has played an important role in proposing and supporting industry standards for femtocell protocols and the mechanisms for migrating data traffic between mobile, WiFi and fixed line architectures. The project partners have made a total of 27 direct contributions to 3GPP, the international standards organisation for mobile technology.

The partners have also run five international workshops worldwide and two training schools to share the project's findings and build a common understanding of these technologies within the community. The partners have published more than 70 international papers.

The Befemto technologies and system architectures have been tested in five pilot demonstrations. Trial results show that femtocells significantly reduce load on mobile networks while boosting signal strength and quality at a local level. The work of the project will support mobile operators to reach two major technical targets: high spectral efficiency (8 bits/s/Hz per cell) -- meaning more and better use of scarce airwaves -- and a maximum mean transmit power of 10 mW -- for lower levels of interference.

'Most importantly, our trials also prove to mobile network operators that the small cell model is a good one,' says Dr Lestable. 'We've looked at several different business models for their deployment; no matter which one you follow, femto- and small cells will save mobile operators money and help them to create value -- a sure way to get them to market.'

It looks like that dream of 24/7 fast connectivity could be just around the corner -- a corner that no longer gets in the way of your calls.

Message from the Anthropology and Environment Society President

The Anthropology and Environment Society, now 700 strong, had a very productive year as evidenced at the recent meetings in San Francisco. We have a new public face, comprising a website, a Facebook page, and a Twitter feed at @AnthEnvironment. Aside from providing information on section activities, the website serves as a conduit for research findings in environmental anthropology and also provides some original content. Most notable has been the Engagement blog, edited by Rebecca Garvoille and Noah Theriault, with postings on real-world engagements and impacts by anthropologists. The Facebook page, coordinated by Amelia Moore, already has over 1,000 followers.

At the San Francisco meetings, A&E sponsored (or co-sponsored) three sessions: Ecological Anthropology 2012 (Yancey Orr and Sean Downey), Knowledge Boundaries: Conceptual and Methodological Challenges In Studying Indigenous Knowledge (Mark Moritz and Matthew Lauer), and Prognosis Politics: Visions of Resource Futures (Jessica Barnes). We also put on the annual Rappaport Student Award Panel (David Hoffman, Katja Neves, Crystal Fortwangler and Robert Fletcher), ran a dissertation workshop (Sarah Besky and Andrew Mathews), and a poster session. Courtney Carothers served as our program chair and we are deeply grateful for her outstanding work. She will serve as program chair for one more year, so questions and comments about panels and sponsorship should be directed to her at clcarothers@alaska.edu.

At the meetings we also recognized outstanding work by two junior scholars for exemplary articles in environmental anthropology. The Junior Scholar Prize, given annually to an untenured faculty (or recent PhD), went to Shaylih Muehlman for her 2012 article ?Rhizomes and Other Uncountables: The Malaise of Enumeration in Mexico?s Colorado River Delta,? inAmerican Ethnologist 39(2): 339-353. Muehlman is assistant professor of anthropology at the University of British Columbia. The Rappaport Student Prize is awarded to a graduate student for a paper selected for presentation in the Rappaport Student Panel. It went to Sarah Osterhoudt of the Yale School of Forestry & Environmental Studies for her ?Clean Souls | Clear Fields: Environmental Imaginations and Christian Conversions In Northeastern Madagascar.?

The AES provides small grants for applied environmental projects. This year we funded Joshua Griffin?s project ?Towards an Environmental History of Kivalina, Alaska: A Collaborative Ethnography of Place, in Support of Climate-Induced Relocation.?

The three review committees were chaired by (respectively) Jim Igoe, Katja Neves-Graca and Justin Nolan.

We also sponsored an off-site reception at a nearby restaurant. It was a success and will be sponsored again at the Chicago meetings, in a location to be announced at the section business meeting.

A&E has been responsible for two task forces. The Global Climate Change Task Force was proposed by A&E, appointed by the AAA president and is chaired by Shirley Fiske. The task force had an active year, especially in the area of public outreach. Their work was featured on the section website, and an update on their activities is available at www.aaanet.org/cmtes/commissions/CCTF/gcctf.cfm. The section also formed a task force to contribute to the greening of the annual meetings by incorporating sustainable food into catered events. This task force was chaired by Crystal Fortwangler and it produced a white paper authored by Andrew Flachs. The section will continue to work with the AAA administration during the coming year.

In the spring elections, we added two new board members: Derick Fay and Michael Dove. Details on the current board are available on the section website.

Please send A&E news and reports to Amelia Moore at a.moore4@miami.edu.

Small business owners are optimistic about the coming year, but they are holding the line on employees and don?t expect to hire in this first quarter.

Small business owners report growing more dissatisfied with government but, the New Year is bringing renewed optimism for their company?s success in 2013, according to a Manta survey of 1,300 small business owners.

While 78 percent of small business owners said they?re hopeful about their company?s growth for the year ahead, 65 percent said they don?t plan to add staff in the first quarter.

Nearly four in 10 small business owners polled say they are delaying hiring because of the unresolved fiscal issues and national debt debate.

Three-fourths of those surveyed said they disapprove of the job that Congress and the president are doing in regard to managing the recent budgetary issues. And, they said, it?s having a direct impact on small business decisions and growth.

In addition to delaying hiring, 14 percent of small business owners said they won?t be increasing salaries or giving out bonuses, and 13 percent are eliminating all discretionary spending.

?The New Year has a new level of uncertainty for all businesses, but I?m not surprised that despite these concerns, small business owners, in particular, still have an optimistic view for what?s ahead in 2013,? said Pamela Springer, CEO of Manta. ?It is inherent for small business owners to have a can-do attitude, even in the toughest of times.?

Meanwhile, small business owners are working more and sleeping less. Nearly half of those polled say they worked more than 50 hours every week, up more than 20 percent from 2011; and, 37 percent said they averaged less than six hours of sleep every night.
